Advancing neurochemical monitoring

Two new approaches to neurochemical monitorinign vivo—an

improved real-time microsensor and genetically engineered cells that

sense neurotransmitter levels—address the critical issue of brain

reactivity to implanted devices.

Identifying the neural basis of behavior

is a core focus of neuroscience. One

prominent methodology in this pursuit

is monitoring the neurotransmitters that

underlie communication between neu -

rons. Although technical improvements

have advanced neurochemical measu-re

ments to the real-time domain, one crit-i

cal limitation of present methods is the

highly invasive nature of implanting a

recording device and the subsequent re-ac

tion of brain tissue. Neuroin ammation

not only alters the sampled microenv-i

ronment, but also results in a di usion

barrier that encapsulates the probe and

therefore restricts access to released ne-u

rotransmitters. Taking radically di erent

strategies, two new approaches address

this key hurdle for achieving the longstanding

goal of chronic, real-time neurochemical

monitoring. In this issue of

Nature Methods, Clark et al.1 describe a

microelectrode that retains the capability

for subsecond dopamine measurementins

vivo for months. In Nature Neuroscience ,

Nguyen et al.2 report implantable genet-i

cally engineered cells for electrode-free

acetylcholine sensing.

Microdialysis3 and voltammetry4 have

dominated the modern era of neurochem- i

cal monitoring in vivo. With exquisite sensitivity

and selectivity by virtue of removing

brain analytes for ex vivo determination,

microdialysis is better suited for measu-r

ing basal neurotransmitter levels. By using

electrochemistry at the probe tip foirn situ

detection, the superior temporal resolution

of voltammetry is more appropriate

for capturing faster chemical signals.

Recent advances in voltammetry have

overcome the historical criticisms of

poor sensitivity and chemical speci city.

Indeed, by providing nanomolar

and subsecond measurements and a

chemical signature in the form of a vo-l

tammogram, fast-scan cyclic voltammetry

(FSCV) has met the demanding analytica l

criteria for monitoring phasic dopamine

techniques have also been recently used

for biosensing, using implantable cells

containing organic dyes for imaging Ca2+

in vivo11 and using neurotransmittersensitive

fluorescent proteins expressed

in cultured neurons12.

Nguyen et al.2 make use of these recent

advances in biosensing to develop electrode-

free, noninvasive methodology

for monitoring acetylcholine. In their

cell-based reporters, called CNiFERsa

clever twist of both the moniker and

the approach of the original ‘sniffer

pipette’detection is also based on

cholinergic receptors, in this case a

metabotropic receptor. CNiFERs are an

immortal cell line genetically engineered

to express a fluorescent Ca2+ protein sensor

and the M1 muscarinic receptor (Fig.

1b). Binding of acetylcholine initiates a

biochemical cascade involving a G protein,

phosopholipase C and the second

messenger inositol trisphosphate, ultimately

leading to increased intracellular

Ca2+ levels and altered fluorescence.

When chronically implanted in the rat

cortex and monitored by two-photon

laser-scanning microscopy, CNiFERs

robustly respond to basal and electrically

evoked levels of acetylcholine for up to six

The Army's Totally Serious Mind-Control Project

Soldiers barking orders at each other is so 20th Century. That's why the U.S. Army has just awarded a $4 million contract to begin developing "thought helmets" that would harness silent brain waves for secure communication among troops. Ultimately, the Army hopes the project will "lead to direct mental control of military systems by thought alone."

If this sounds insane, it would have been as recently as a few years ago. But improvements in computing power and a better understanding of how the brain works have scientists busy hunting for the distinctive neural fingerprints that flash through a brain when a person is talking to himself. The Army's initial goal is to capture those brain waves with incredibly sophisticated software that then translates the waves into audible radio messages for other troops in the field. "It'd be radio without a microphone, " says Dr. Elmar Schmeisser, the Army neuroscientist overseeing the program. "Because soldiers are already trained to talk in clean, clear and formulaic ways, it would be a very small step to have them think that way."

B-movie buffs may recall that Clint Eastwood used similar "brain-computer interface" technology in 1982's Firefox, named for the Soviet fighter plane whose weapons were controlled by the pilot's thoughts. (Clint was sent to steal the plane, natch.) Yet it's not as far-fetched as you might think: video gamers are eagerly awaiting a crude commercial version of brain wave technology — a $299 headset from San Francisco-based Emotiv Systems — in summer 2009.

The Army doesn't move quite as fast as gamers though. The military's vastly more sophisticated system may be a decade or two away from reality, let alone implementation. The five-year contract it awarded last month to a coalition of scientists from the University of California at Irvine, Carnegie Mellon University, and the University of Maryland, seeks to "decode the activity in brain networks" so that a soldier could radio commands to one or many comrades by thinking of the message he wanted to relay and who should get it. Initially, the recipients would most likely hear transmissions rendered by a robotic voice via earphones. But scientists eventually hope to deliver a version in which commands are rendered in the speaker's voice and indicate the speaker's distance and direction from the listener.

"Having a soldier gain the ability to communicate without any overt movement would be invaluable both in the battlefield as well as in combat casualty care," the Army said in last year's contract solicitation. "It would provide a revolutionary technology for silent communication and orientation that is inherently immune to external environmental sound and light."

The key challenge will be to develop software able to pinpoint the speech-related brain waves picked up by the 128-sensor array that ultimately will be buried inside a helmet. Those sensors detect the minute electrical charges generated by nerve pathways in the brain when thinking occurs. The sensors will generate an electroencephalogram — a confusing pile of squiggles on a computer screen — that scientists will study to find those vital to communicating. "We think we can train a computer to understand those squiggles to the point that they can read off the commands that your brain is issuing to your mouth and lips," Schmeisser says. Unfortunately, it's not a matter of finding the single right squiggle. "There's no golden neuron that's talking," he says.

Dr. Mike D'Zmura of UC-Irvine, the lead scientist on the project, says his task is akin to finding the right strands on a plate full of pasta. "You need to pick out the relevant pieces of spaghetti," he says, "and sometimes they have to be torn apart and re-attached to others." But with ever-increasing computing power the task can be done in real time, he says. Users also will have to be trained to think loudly. "How do we get a person to think something to themselves in a way that leaves a very strong signal in EEGs that we can read off against the background noise?" D'Zmura asks. Finally, because every person's EEG is different, persons using "thought helmets" will have to be trained so that computers intercepting their unspoken commands recognize each user's unique mental pattern.

Both scientists pre-emptively deny expected charges that they're literally messing with soldiers' minds. "A lot of people interpret wires coming out of the head as some sort of mind reading," D'Zmura sighs. "But there's no way you can get there from here," Schmeisser insists. "Not only do you have to be willing, but since your brain is unique, you have to train the system to read your mind — so it's impossible to do it against someone's will and without their active and sustained cooperation."

And don't overlook potential civilian benefits. "How often have you been annoyed by people screaming into their cell phones?" Schmeisser asks. "What if instead of their Bluetooth earpiece it was a Bluetooth headpiece and their mouth is shut and there's blessed silence all around you?" Sounds like one of those rare slices of the U.S. military budget even pacifists might support.

The New Intelligence

Night after night people who are under so called satellite surveillance or remote interrogation are subjected to burning in their groins or private areas. This technology or weapon causes burns and it has not been eliminated that it may cause cancer. The sky is sprayed with chemicals or chem trails as a means to perpetrate the technology that is used in this type of surveillance. This goes on for years and years never ending and never any arrest just a form of sexual assault that is supported by people who do not know that these people are not guilty of criminal acts such as terrorism. Once in a while you will read about someone who has been under this system being arrested because they were a "Person of Interest". Once in a while. Does this warrant this type of interrogation and has the intelligence community become lazy in seeking out the truth through normal channels that is not harmful to the many innocent victims who have been targeted?
There are many of you who do not understand that this technology burns the skin (military) that leaves scars. The victims are subjected to both physical and psychological abuse. We are just collateral damage to these men and women. I do not know what story they have been told that would justify to them the torture, dreams and pain that they feel is morally right to inflict upon us. I thought we were protected by the Bill of Rights. Of course if they call you an enemy combatant then you have no rights. Where is the evidence to support their stories? Why can't we have our day in court especially after years of interrogation and abuse? Why is our President turning his back on our civil liberties? Instead our congress is misled and a Bioethics Commission is created that is just lip service and does nothing to stop this abuse even after doctors, lawyers and others who are victims spoke on record about these abuses. Look up the Bioethics Commission it was formed by the Obama Administration and the findings obviously are ignored.

Many years ago I turned over information to the FBI that supposedly they claim they did not receive. I became a target as a means to silence me so that some agent would not have to explain that they had the right man who committed the criminal act but they had to let someone else go who may have collaborated with him. In fact the FBI made a big deal out of making the statement that he was a lone wolf. Yet comments that the second person made were repeated in a book that was written about the incident and were supposedly quoted by the "lone wolf". I think my information was just another piece of information that was ignored thus leading to more deaths. Could it have been sent to the lab and lost? Another lab mistake? By the way this was a huge case and I am sure that thousands of pieces of information were given to this Task Force. I do not blame them for their mistake just the way that I am being treated. I did not deserve to have
everything taken from me, an attempt to discredit me nor to be punished by technology that leaves the same psychological imprint on your mind that POWs suffer. I was supposed to be a witness not a victim.

Instead they may have claimed an innocent person was 1) mentally ill 2) on drugs. Both proven not to be true. But it does not help once the rumors are set in motion.
Neither was the truth but when I went to Senator Burr's office with all the documentation to support what was done to me...I was told they (FBI) were protecting their case as if I should accept the burns, rape and other criminal acts I have endured. They were actually obstructing justice something you and I would have been sent to prison for.

I became the victim of military weapons and technology that is so advanced that it was able to simulate a gunshot to my head complete with the shaking of the head, stickiness of blood on my face, body going numb then cold and stiff and gunshot odor...several rapes which were possibly done by a computerized program as the sexual techniques used to simulate the rapes were identical. These rapes went on for several days until I ended up in a pool of blood.

Tonight once again I was burned and tortured by the same people that are responsible for the cover up. I have been threatened with many things including arrest...(believe me it would be a trumped up charge) they threatened to tell every little thing I ever did wrong from the time I was a teen if I told on them. This is the program that we are teaching military intelligence and the subjects for this are mostly innocent victims like myself.

I am here to tell you do not get involved with any federal agency as they lie and you could end up just like me. I thought I was doing the right thing but I was wrong. The blind trust I had in these people put me in danger and took away my freedom. Night after night I am tortured and sexually victimized by men and women who are supposed to serve and protect. Our military no longer looks after it's citizens. We are in no better shape than the women in Iraq and Iran who are raped by their military. We are no longer safe in our homes. I have photos that are so revealing that I can't post them. They make Abeu Gharib look tame in comparison.

We have a President, Attorney General and Defense Department that supports the use of these programs and methods of gathering intelligence. This has been going on for over ten years. Do you not think they should have gotten their so called information by now? This is about revenge, whistle blowing and covering up mistakes. I have done nothing except know someone who did.

Richard Tice tried to tell congress what was going on. He was with National Security and ignored. Some FBI agents have spoken out while others take advantage of the shield of secrecy that this program allows. There are decent agents out there but how do you know which ones can be trusted after being targeted by a few.

I have read that Drug Enforcement is the leader in using this program or should I say misuseing this program. Most of the victims are supposed to be dealers...I am not one. I have never used drugs and certainly never sold drugs. I had nothing to do with drugs so I don't believe this is the agency that has done these things to me. If it is they have made a huge mistake. Is this really what America stands for and isn't there a better way to protect this country than ruining the lives of it's citizens? All the agencies involved have no accountability. They do not have to do anything but say they think you are a person of interest. FISA Court has now become the joke of the century even though it was created to stop this type of violations. The FBI has run amuck with unjustified power and the Justice Department is led by someone who let guns be given to drug cartels and dealers which in turn was responsible for the killing of one of our agents. This holiday that family will go without their son because of this error.

I awake each day with new puncture wounds on me where I have been subjected to this type of interrogation or perhaps it is just a persuasive technique to try to get me to lie and change my story. How many others have these marks on their skin?

They're at it again. Yesterday, a Senate deal was announced that leaves the door wide open to American citizens and others being indefinitely detained without charge or trial, even on American soil.
The deal was brokered behind closed doors, with no hearing and no public debate, and is an effort by the Senate Armed Services Committee to jam the National Defense Authorization Act (NDAA), the massive defense spending bill, through Congress.

I can tell you that this is a bad bill, and we need your help to reject it. Contact your senators immediately. Urge them to vigorously oppose any and all provisions that open the door to indefinite detention. (This link will open a page with your membership information already filled in.)

CLUE #1: If the ACLU ran the CIA, we wouldn't have undermined our security and values by using waterboarding and other forms of torture.

CLUE #2: If the ACLU ran the CIA, we would have helped restore our nation's standing in the world with a full and complete accounting of any past involvement in torture.

CLUE #3: If the ACLU ran the CIA, the senior officials who authorized U.S. involvement in torture would have been brought to justice in a court of law.

Oxymoron

This is what directed energy attacks look like. There is no reason for this torture. The threat of terrorist is like an oxymoron when we are tortured daily. The lack of the intelligence agencies to recognize a threat should not mean that innocent people should be neural monitored, given dreams that mean nothing and verbal threats that include death, anthrax, or arrest. What is our President thinking?

Recently I heard on the news that non-iodizing radiation has never had a study done to determine the long term effects. Why? We have done studies on why birds migrate in winter but something that affects our physical well being has no test results. Something tells me that the effects are known and that they just don't want us to know.

I have read several stories about victims of this horrific so called surveillance program that is being used by the FBI and other agencies. Even after being cleared they still keep people on a neural monitoring program. This program is so invasive that victims have reported lesions to the brain. Many of these victims have been undermined when applying for employment. In addition, many are left homeless or have to resort to Social Security Disability. All they have to do is tell their story and immediately these people are granted their disability. The problem is they are perceived as mentally ill. In today's world instead of protecting our freedoms we now have agencies along with congress and even the President taking them away. Of course it is done in such a manner as to look perfectly normal but victims know the difference. There are too many coincidences and too many victims hit with pain beams where without any explanation they find their bodies bleeding or new injuries.
Let me tell you what a simulated gunshot to the head feels like: The first jolt of pain came in my ear and then my brains felt like they were shaking inside my skull. From there I began to feel like my body was going to sleep (like your foot does) from the head down. I then felt cold and stiff from the head down. I heard a engine running and smelled gunpowder. I was then told that this is what a gunshot to the head feels like. This is a simulation that no human being should have to endure. I will be posting all communication that I have regarding the reason for the gunshot. It was a threat from an agent who wanted me to stay silent about tapes that clearly showed a person either committing a crime, having information regarding a crime. The crime took several lives at different times and maybe if they had done what they said " clean up the tapes by sending to a lab" or even just listening to them they would have saved someone from being blinded and killed. This is what they are using these weapons for...not for finding terrorist because after ten years and all the mind games these people know that I did not do anything to deserve the rapes, gunshot, job manipulation or anything else. One of the agents involved retired but the others are still out there using psyops to silence anyone who tells the truth.
I promise you that I will not vote again for Obama because he has failed to make the changes that he promised. It is not about the economy because I would rather stand in a bread line and have the right to stand in that bread line rather than have someone deny me the right to live my life as I was meant to.

I will be asking for others to post to a new location if you have gone to your senator and the results of that visit. The other question that I will post is " Do you think the military has the right to practice these programs on anyone that the intelligence agents place on a list even after they have been cleared. Should these agents have to submit to brain mapping and neural monitoring to keep them honest? Should victims be compensated for damages done to their reputations, or should they be compensated for the scars and other physical damages? Should they be compensated for the mental abuse that they receive on a daily basis? How would you feel if this happened to you when you did nothing but tell the truth? How would you feel if their purpose was to keep you unemployed or homeless? You can do something...go to the Presidents petition page and sign anything that does not support the use of this technology or repeals the Patriot Act.

If You Feel Your Rights Have Been Violated

IF YOU ARE STOPPED FOR QUESTIONING

Stay calm. Don't run. Don't argue, resist or obstruct the police, even if you are innocent or police are violating your rights. Keep your hands where police can see them.

Ask if you are free to leave. If the officer says yes, calmly and silently walk away. If you are under arrest, you have a right to know why.

You have the right to remain silent and cannot be punished for refusing to answer questions. If you wish to remain silent, tell the officer out loud. In some states, you must give your name if asked to identify yourself.

You do not have to consent to a search of yourself or your belongings, but police may "pat down" your clothing if they suspect a weapon. You should not physically resist, but you have the right to refuse consent for any further search. If you do consent, it can affect you later in court.

IF YOU ARE STOPPED IN YOUR CAR

Stop the car in a safe place as quickly as possible. Turn off the car, turn on the internal light, open the window part way and place your hands on the wheel.

Upon request, show police your driver's license, registration and proof of insurance.

If an officer or immigration agent asks to look inside your car, you can refuse to consent to the search. But if police believe your car contains evidence of a crime, your car can be searched without your consent.

Both drivers and passengers have the right to remain silent. If you are a passenger, you can ask if you are free to leave. If the officer says yes, sit silently or calmly leave. Even if the officer says no, you have the right to remain silent.

IF YOU ARE QUESTIONED ABOUT YOUR IMMIGRATION STATUS

You have the right to remain silent and do not have to discuss your immigration or citizenship status with police, immigration agents or any other officials. You do not have to answer questions about where you were born, whether you are a U.S. citizen, or how you entered the country. (Separate rules apply at international borders and airports, and for individuals on certain nonimmigrant visas, including tourists and business travelers.)

If you are not a U.S. citizen and an immigration agent requests your immigration papers, you must show them if you have them with you. If you are over 18, carry your immigration documents with you at all times. If you do not have immigration papers, say you want to remain silent.

Do not lie about your citizenship status or provide fake documents.

IF THE POLICE OR IMMIGRATION AGENTS COME TO YOUR HOME

If the police or immigration agents come to your home, you do not have to let them in unless they have certain kinds of warrants.

Ask the officer to slip the warrant under the door or hold it up to the window so you can inspect it. A search warrant allows police to enter the address listed on the warrant, but officers can only search the areas and for the items listed. An arrest warrant allows police to enter the home of the person listed on the warrant if they believe the person is inside. A warrant of removal/deportation (ICE warrant) does not allow officers to enter a home without consent.

Even if officers have a warrant, you have the right to remain silent. If you choose to speak to the officers, step outside and close the door.

IF YOU ARE CONTACTED BY THE FBI

If an FBI agent comes to your home or workplace, you do not have to answer any questions. Tell the agent you want to speak to a lawyer first.

If you are asked to meet with FBI agents for an interview, you have the right to say you do not want to be interviewed. If you agree to an interview, have a lawyer present. You do not have to answer any questions you feel uncomfortable answering, and can say that you will only answer questions on a specific topic.

IF YOU ARE ARRESTED

Do not resist arrest, even if you believe the arrest is unfair.

Say you wish to remain silent and ask for a lawyer immediately. Don't give any explanations or excuses. If you can't pay for a lawyer, you have the right to a free one. Don't say anything, sign anything or make any decisions without a lawyer.

You have the right to make a local phone call. The police cannot listen if you call a lawyer.

Prepare yourself and your family in case you are arrested. Memorize the phone numbers of your family and your lawyer. Make emergency plans if you have children or take medication.

Special considerations for non-citizens:

- Ask your lawyer about the effect of a criminal conviction or plea on your immigration status.

- Don't discuss your immigration status with anyone but your lawyer.

- While you are in jail, an immigration agent may visit you. Do not answer questions or sign anything before talking to a lawyer.

- Read all papers fully. If you do not understand or cannot read the papers, tell the officer you need an interpreter.

IF YOU ARE TAKEN INTO IMMIGRATION (OR "ICE") CUSTODY

You have the right to a lawyer, but the government does not have to provide one for you. If you do not have a lawyer, ask for a list of free or low-cost legal services.

You have the right to contact your consulate or have an officer inform the consulate of your arrest.

Tell the ICE agent you wish to remain silent. Do not discuss your immigration status with anyone but your lawyer.

Do not sign anything, such as a voluntary departure or stipulated removal, without talking to a lawyer. If you sign, you may be giving up your opportunity to try to stay in the U.S.

Dr. William J. Tyler is an Assistant Professor in the School of Life Sciences at Arizona State University, is a co-founder and the CSO of SynSonix, Inc., and a member of the 2010 DARPA Young Faculty Award class.

Every single aspect of human sensation, perception, emotion, and behavior is regulated by brain activity. Thus, having the ability to stimulate brain function is a powerful technology.

Recent advances in neurotechnology have shown that brain stimulation is capable of treating neurological diseases and brain injury, as well as serving platforms around which brain-computer interfaces can be built for various purposes. Several limitations however still pose significant challenges to implementing traditional brain stimulation methods for treating diseases and controlling information processing in brain circuits.

For example, deep-brain stimulating (DBS) electrodes used to treat movement disorders such as Parkinson’s disease require neurosurgery in order to implant electrodes and batteries into patients. Transcranial magnetic stimulation (TMS) used to treat drug-resistant depression and other disorders do not require surgery, but have a low spatial resolution of approximately one centimeter and cannot stimulate deep brain circuits where many diseased circuits reside.

To overcome the above limitations, my laboratory has engineered a novel technology which implements transcranial pulsed ultrasound to remotely and directly stimulate brain circuits without requiring surgery. Further, we have shown this ultrasonic neuromodulation approach confers a spatial resolution approximately five times greater than TMS and can exert its effects upon subcortical brain circuits deep within the brain.

A portion of our initial work has been supported by the U.S. Army Research, Development and Engineering Command (RDECOM) Army Research Laboratory (ARL) where we have been working to develop methods for encoding sensory data onto the cortex using pulsed ultrasound.

Through a recent grant made by the Defense Advanced Research Projects Agency (DARPA) Young Faculty Award Program, our research will begin undergoing the next phases of research and development aimed towards engineering future applications using this neurotechnology for our country’s warfighters. Here, we will continue exploring the influence of ultrasound on brain function and begin using transducer phased arrays to examine the influence of focused ultrasound on intact brain circuits. We will also be investigating the use of capacitive micromachined ultrasonic transducers (CMUTs) for use in brain stimulation. Finally, to improve upon spatial resolution, we will examine the use of acoustic metamaterials and hyperlenses to study how subdiffraction limited ultrasound influences brain wave activity patterns.

How can this technology be used to provide our nation’s Warfighters with strategic advantages? We have developed working and conceptual prototypes in which ballistic helmets can be fitted with ultrasound transducers and microcontroller devices to illustrate potential applications as shown below. We look forward to developing a close working relationship with DARPA and other Department of Defense and U.S. Intelligence Communities to bring some of these applications to fruition over the coming years depending on the most pressing needs of our country’s defense industries.

The first photo was taken through my window. The second is my scalp where you can see the injury and the directed energy. The third was taken of a small tree and when the energy is in play the photos look out of focus but they aren't. I once had a blurred photo but the stop sign was straight and clear. These are taken with a small pixel camera and when they are enlarged they tend to blend everything in. I keep the memory cards in several offices where they will be safer. I put a book in a locked trunk a week before I moved and yesterday I discovered that someone unlocked the trunk and removed the book and copies of documents. No warrants just thieves. There is nobody who would be interested in the book. I am willing to bet it shows up back in the trunk very soon. I have some videos on You Tube that are better than the photos. Early on there was severe gaslighting for victims but after several years they just torture. The book is replaceable and therefore I am not even concerned. It is just that the person who would have an interest in the book had no authority to enter my home without permission. Many victims go through the same thing. Sorry the photos are out of order but you can see which goes with what description.

Report: Cleared people can stay on terror list

The FBI is allowed to keep people on its terrorist watch list even after they have been cleared in court of terrorism-related offenses, The New York Times reports.
That information was gleaned from newly-released documents, attained by the Electronic Privacy Information Center in a Freedom of Information Act request, which detail just how someone ends up on the list.
Inclusion on the list makes life difficult: It invites more intense scrutiny at police stops, blocks noncitizens from entering the country and keeps them off airplanes.
While there an estimated 420,000 names on the list, including as many as 8,000 Americans, the FBI claims there are actually strict procedures for adding people that go beyond hearsay and innuendo.
The F.B.I.'s Terrorist Screening Center controls the list, and its director, Timothy J. Healy, told The Times: "There is a very detailed process that the F.B.I. follows in terms of nominations of watch-listed people.
The Times reports: "The 91 pages of newly disclosed files include a December 2010 guidance memorandum to F.B.I. field offices showing that even a not-guilty verdict may not always be enough to get someone off the list, if agents maintain they still have "reasonable suspicion" that the person might have ties to terrorism."The "reasonable suspicion" must include corroboration by at least one extra source, according to the Times, and mere "hearsay" is not enough
Healy also told the Times that many people's fears about being on the list are often unfounded, and intense scrutiny at airports and border crossings happens for many reasons. He said more than 200,000 people have complained to the Department of Homeland Security about their belief that they were wrongly on the list, but fewer than 1 percent of them were actually on it.

A must read for anyone who wants America to stay free of military influence. Our intelligence agencies have run amuck at the expense of innocent citizens in this country. NY Times WASHINGTON — Two United States senators on Wednesday accused the Justice Department of making misleading statements about the legal justification of secret domestic surveillance activities that the government is apparently carrying out under the Patriot Act.

The lawmakers — Ron Wyden of Oregon and Mark Udall of Colorado, both of whom are Democrats on the Senate Intelligence Committee — sent a letter to Attorney General Eric H. Holder Jr. calling for him to “correct the public record” and to ensure that future department statements about the authority the government believes is conveyed by the surveillance law would not be misleading.
“We believe that the best way to avoid a negative public reaction and an erosion of confidence in U.S. intelligence agencies is to initiate an informed public debate about these authorities today,” the two wrote. “However, if the executive branch is unwilling to do that, then it is particularly important for government officials to avoid compounding that problem by making misleading statements.”
The Justice Department denied being misleading about the Patriot Act, saying it has acknowledged that a secret, sensitive intelligence program is based on the law and that its statements about the matter have been accurate.
Mr. Wyden and Mr. Udall have for months been raising concerns that the government has secretly interpreted a part of the Patriot Act in a way that they portray as twisted, allowing the Federal Bureau of Investigation to conduct some kind of unspecified domestic surveillance that they say does not dovetail with a plain reading of the statute.
The dispute has focused on Section 215 of the Patriot Act. It allows a secret national security court to issue an order allowing the F.B.I. to obtain “any tangible things” in connection with a national security investigation. It is sometimes referred to as the “business records” section because public discussion around it has centered on using it to obtain customer information like hotel or credit card records.
But in addition to that kind of collection, the senators contend that the government has also interpreted the provision, based on rulings by the secret national security court, as allowing some other kind of activity that allows the government to obtain private information about people who have no link to a terrorism or espionage case.
Justice Department officials have sought to play down such concerns, saying that both the court and the intelligence committees know about the program. But the two lawmakers contended in their letter that officials have been misleading in their descriptions of the issue to the public.
First, the senators noted that Justice Department officials, under both the Bush and Obama administrations, had described Section 215 orders as allowing the F.B.I. to obtain the same types of records for national security investigations that they could get using a grand jury subpoena for an ordinary criminal investigation. But the two senators said that analogy does not fit with the secret interpretation.
The senators also criticized a recent statement by a department spokesman that “Section 215 is not a secret law, nor has it been implemented under secret legal opinions by the Justice Department.” This was “extremely misleading,” they said, because there are secret legal opinions controlling how Patriot Act is being interpreted — it’s just that they were issued by the national security court.
“In our judgment, when the legal interpretations of public statutes that are kept secret from the American public, the government is effectively relying on secret law,” they wrote.
That part of the dispute appeared to turn on semantics. The department said that while the national security court’s opinions interpreting the Patriot Act are classified, the law itself is public.

When our government tortures private citizens not because they have done wrong but to find out if they did wrong; there is something very sick about what the intelligence community stands for. When congress ignores the pleading of thousands of citizens and continues to pretend that they are protecting America by violating civil liberties then it is time to protest what we have become and to take back what we lost through the court system and non violently. Military strategy
Amnesty International has challenged the view that sees rape and sexual abuse as a by-product of war. According to Amnesty International rape is now used as deliberate military strategy rather than opportunistic rape and pillage of previous centuries.[42] As a military strategy war rape is reportedly used for the purpose of conquering territory by expelling the population therefrom, decimating remaining civilians by destroying their links of affiliations, by the spread of AIDS, and by eliminating cultural and religious traditions. War rape may be described as "weapon of war" or a "means of combat" in the media.[36] With specific reference to recent war rape in the Democratic Republic of Congo and other African countries the aims of war rape as a military strategy have been listed as follows: increase in military morale, decrease the military morale of the enemy, to offend the enemy, and to loot the maximum of an enemy’s belongings (including women and children).[39]
Commenting on the use of rape in wars, Gita Sahgal said in 2004 that it is a mistake to think such assaults are primarily about "spoils of war" or sexual gratification. She said rape is often used in ethnic conflicts as a way for attackers to perpetuate social control and redraw ethnic boundaries. "Women are seen as the reproducers and careers of the community," she said.[43]

The US Army has told a reservist who has spent half his life in the military that he is barred from re-enlisting, asserting he "leaked" classified information to this reporter during an interview in which he spoke candidly about his experiences working as a guard at Guantanamo Bay eight years ago.
"In accordance with your security clearance agreement during 2003-2004, you are not authorized to freely talk to the press about your duties at GITMO or what you might think have occurred there to the press," states an April 2 "developmental counseling form" presented to Pfc. Albert Melise that was signed by Alphonso Holt, a lieutenant colonel in the US Army reserves and the battalion commander of Melise's reserve unit. "I have reported your actions to the security manager and I am initiating a bar to re-enlist."
It's unknown whether Holt's recommendation to bar Melise from re-enlisting was approved by the Department of the Army. Melise said he still has not received a copy of his administrative file despite being honorably discharged June 27. An Army Reserve spokesman, who declined to confirm or deny whether the re-enlistment bar was accepted, told Truthout to file a Freedom of Information Act (FOIA) request in order to obtain additional information about Melise's status.
Truthout conducted a series of interviews [3] with Melise beginning last November, after being told by former detainee David Hicks, who had just published a memoir [4] about the five-and-a-half years he spent at the prison facility and gave his first interview [5] to Truthout, that Melise was one of the guards to whom he owed his life.
Melise, 40, a former housing authority officer in Boston who has been an Army reservist for nearly 19 years and was attached to the 623 Transportation Company in West Palm Beach, Florida, had never spoken publicly before about the ten months he spent at Guantanamo where his first job was to escort detainees held in Camp Delta to interrogation rooms and "chain them down" to the floor.
In describing his duties as a detainee escort, Melise, who had secret security clearance, said he was also ordered to adjust the temperature in the interrogation rooms to low levels, turn the volume on the music up to excruciatingly loud levels and flick on the strobe lights, which were part of the Defense Department's standard operating procedure designed to "break" detainees.
While at Camp Delta, Melise said he was aware that "fake" detainees were planted in cells to try and gather intelligence from the "real detainees." He said he knew some detainees were "fake" because they were "placed in cells for two or three months and then they would "pretend to be going to another camp for interrogations." But, Melise said, "I would see them shopping, dancing or ordering a sandwich or hanging out at McDonald's during that time." Then the "fake" detainees would return to their cells.
Melise said detainees were also bribed with prostitutes as incentive to get them to work as agents for the US government. He said there was a camp at Guantanamo that just housed children, some of who were as "young as 12 and over 8" years old, called Camp Iguana. There was also a camp where CIA interrogators worked out of called Secret Squirrel.Maj. John Adams, a spokesman for the 143rd Sustainment Command (Expeditionary) based in Orlando, Florida, which oversees more than 10,000 reservists throughout the country, told Truthout it appeared that Melise's comments violated the terms of a "Classified Information Nondisclosure Agreemen [6]t" he signed when he left Guantanamo in 2004.
Exactly what information Melise disclosed that the Army Reserves considers classified is unknown and Major Adams would not discuss it. He did, however, provide Truthout with a blank copy [6] of the nondisclosure form (also referred to as SF 312) Guantanamo guards are required to sign.
Eugene R. Fidell, who teaches military justice at Yale Law School, reviewed the nondisclosure agreement as well as Melise's counseling forms. He said the agreement is designed "to deter people from disclosing classified information to the media or anyone else and to prevent them from benefiting financially if they do so."
But Fidell adds that "uncertainty about just what is classified means that these agreements are likely to have a broader chilling effect, discouraging people from disclosing information that is not classified simply out of an abundance of caution."
"There is inevitably a gray area," Fidell said, and "that's a problem." Without having access to the relevant official "classification guide" and a security expert to interpret and apply it, Fidell warns that a soldier who has signed such an agreement "may be traversing a legal minefield."
The nondisclosure agreement has been cited by more than two dozen former Guantanamo guards and officers with whom Truthout has spoken over the past two years as the primary reason they will not discuss anything publicly about the time they spent working at the prison facility.
Former Guantanamo guard Brandon Neely, who, along with Melise, was also featured in Truthout's story on Hicks, said he is not surprised
"Since I have spoken publicly [7] about my time at Guantanamo I have spoken with roughly 20 to 25 former Guantanamo guards and one psychologist who all have stories about the abuse and mistreatment of detainees," said Neely, one of the first active duty Army soldiers sent to Guantanamo when the facility first opened in January 2002. "But they won't speak publicly because they are in fear of being prosecuted due to the nondisclosure agreement they signed."
"Two days before I left Guantanamo in 2002, I was told I had to sign this form or I would not be able to return home," Neely added. "I was also told I could never speak with the media, write a book, or make a movie or I could face prosecution. I am seriously considering legal action against the United States government. The truth has the right to be told and should not be suppressed because of this document."

Melise said he was torn up about the job he was forced to perform at Camp Delta and began to drink heavily - two bottles of Bacardi 151 per night - to deal with his own pain and suffering.
"When you see people broken down so much, you tend to drink a little to cope with what you're seeing," Melise said during the interview. "I couldn't deal with what they were putting me through."
He was eventually transferred to Camp Echo, which is where he met Hicks. To "redeem" himself, Melise gave Hicks and some of the other Camp Echo detainees, extra food. He also sneaked a handheld DVD player into their cells and screened movies for them to make them feel more comfortable. Additionally, Melise told Hicks he would mail a letter Hicks had written to his father that revealed details of the Australian's abusive treatment and the pressure he was under to plead guilty to crimes he said he did not commit. Melise took the letter with him when he left Guantanamo but he never mailed it, fearing he "would have been arrested" if he had.
Major Adams told Truthout that giving detainees "extra food" was considered a violation of the 2003 Standard Operating Procedure (SOP). To do so, Major Adams said, would be considered a violation of Article 92 [8] of the Uniform Code of Military Justice (UCMJ) - failure to obey order or regulation.
"If a service member admits to doing something against UCMJ and even admits to that later on actions can be taken against that service member," Major Adams said. "Based on [Melise's] quotes [in the Truthout report on Hicks] that is grounds for discharge."
Truthout reminded Major Adams that Melise's developmental counseling form specifically stated that Lieutenant Colonel Holt initiated a bar to re-enlist for Melise due to the fact that he "leaked classified information" and violated his security clearance, not for any alleged UCMJ violation.
Upon reviewing Melise's counseling form, which Major Adams requested Truthout send him a copy of, he said, "as far as I can tell, the only accusation was that the soldier gave an unauthorized press interview where he leaked classified information. He in fact 'Agreed' to that characterization of his actions in the counseling form. The soldier waived his right to make a rebuttal to the [re-enlistment] Bar (it's in the form) on April 2, 2011."
But Melise said he was "under duress" when he signed the form and after consulting with his attorneys he had filed a rebuttal and submitted a statement via email opposing the charges within the seven-day deadline. Major Adams did not respond to additional questions about whether Army Reserve officials reviewed Melise's statement.
Haunted By The Past
Melise was previously a sergeant in the reserves for two-and-a-half-years. But in January 2009, he showed up "to one drill with all my gear and just handed it in and left and never came back," meaning he was AWOL.
He said he did not return to his unit because he was battling what sounds like post-traumatic stress disorder and was overwhelmed by a laundry list of personal problems, fueled by his father's deteriorating health (he died last year). Melise said he had recurring nightmares about the ten months he spent at Guantanamo and the incidents he witnessed and participated in there. Again, he turned to alcohol to numb out. Melise broke down and sobbed as he recounted that point of his life during an interview this week.
In December 2010, Melise was asked by a recruiter to return to the Army reserves. He accepted, however, he was penalized for leaving his unit in 2009 and busted down to a Pfc.
Although Truthout originally offered Melise anonymity, he said it was important to him to have his name attached to his comments. He hoped that doing so would encourage other military personnel to step forward and speak up about their own experiences.
Melise said during the course of his interviews with Truthout last November that, after eight years of recurring nightmares that continue to this day, he felt relieved about "getting this stuff off my chest."
Moreover, he said he did not believe he was doing anything wrong by speaking out about his tenure at Guantanamo and took issue with Lieutenant Colonel Holt's claim that all or part of his comments were considered classified.
But the Army Reserves disagreed.
Internal Investigation
Two months after the story on Hicks was published, Melise reported to his reserve unit for duty in Florida and was told by Sgt. Eric Wright, who is in charge of operations for the 623 Transportation Company, that he was being "flagged" for counseling.
The issue was serious enough that it resulted in Lieutenant Colonel Holt, who is based in another state, making a personal trip to Florida to discuss the charges against Melise. Melise told Truthout that Lieutenant Colonel Holt spoke to him for about 20 minutes, informing him that he was being barred from re-enlisting in the Army reserves and would not be eligible for any promotions while he continued to serve with his reserve unit because he "spoke to the press" about his service at Guantanamo.
At the time, Melise had two months left as a reservist and intended to re-enlist for at least another year, which would have made him eligible for a full pension.
Lieutenant Colonel Holt then handed Melise a copy of the five-page counseling form and urged him to sign it.
"On 16 Feb 2011, you conducted a SKYPE interview with a news source and leaked classified information," the form signed by Lieutenant Colonel Holt charged, without identifying the substance of the classified information. "During the interview, you claimed detainees were tortured even though you never witnesses [sic] torture. Your hearsay has negatively impacted the United States Army and violated the conditions of your security clearance."
Truthout's interview with Melise, however, took place in November 2010, a month before he re-enlisted with the Army Reserves. February 16 was the date Truthout's report on Hicks was published.
The counseling form went on to state that if Melise continued to speak with the media he could face a dishonorable discharge and lose all of the benefits he had earned during his nearly two decades of service, including the GI Bill funding he depends upon to pay for nursing school.
Melise was advised, according to the counseling form, that he should "not give anymore interviews to the press about your duties at GITMO or what you might think have occurred there."
Attached to the counseling form was a "Bar to Reenlistment Certificate," recommending "the soldier named below be barred from reenlistment for continuing service as a member of the U.S. Army Reserve in any status or category."
Major Adams said he confirmed with a Staff Judge Advocate (SJA) that an investigation into Melise was conducted following the publication of Truthout's report on Hicks. Major Adams would not disclose what the findings of that investigation were or whether any aspect of that probe included a determination that his comments were deemed classified.
Melise said details of the investigation were never shared with him.
Shocked at the assertions leveled against him and frightened that he would be prosecuted , Melise said he signed the bar to re-enlist without reviewing it, which meant he essentially agreed with the charges against him and declined to submit a statement in his own defense.
"I was tired," Melise said. "By the time they called me in I had just worked 16 hours straight between my civilian job as a security guard and the 8 hours I spent with my unit. I didn't read that I was barred from re-enlistment until the very next day. Once I did read that I was furious, I was mad. I honestly didn't realize what the hell I did."
He sought out legal advice and with the help of an attorney, drafted a response that he sent to Judge Advocate Generals (JAGs), Sgt. Wright and other military officers in his reserve unit, stating he was "ill advised to check the box which waived my right to make a statement within 7 days" and that he now wished "to make a statement."
His letter cited "significant defects in the forms that I was given which should lead to the denial of the recommendation to bar my re-enlistment."
A former Judge Advocate General (JAG) officer with more than a decade of military justice experience reviewed Melise's "developmental counseling form" and said it appears Melise was under pressure to "settle" his case by signing the bar to re-enlist form.
"The counseling form informs [Melise] he could get dishonorably discharged," said the former JAG officer, who requested anonymity in order to speak frankly. "The only way to get this type of punitive discharge, the worst the military has to 'award,' is via a court-martial. The worst administrative (non-court-martial) discharge he could receive is an Other Than Honorable."
"By informing [Melise] that they were notifying the security manager, that indicates they were threatening an investigation into matters involving classified information," the former JAG officer, who has represented hundreds of service members on these types of cases and was also tasked with disciplining military personnel, added. "It sounds like they were pressuring him to 'settle' this matter by signing the counseling forms and not rebutting the bar to re-enlistment, with a guaranteed honorable discharge, and if he didn't then they'd initiate a full-fledged investigation and prosecution."
The former JAG officer added that the Army Reserve's own records indicate Melise has a "clean discplinary record, "so why deny this almost 19-year veteran re-enlistment?"
"Clearly the disclosures [to Truthout] irked" Army Reserve officials.
None of the reserve officials Melise contacted after he submitted his statment responded to his emails or numerous phone calls between April and June, in which he sought help in hopes of remedying his situation, he said.
Under Pressure
On June 6, Melise said he received a phone call from a sergeant who told Melise he needed to immediately report to his unit to sign documents and he needed to do it that day because it was the last shot at receiving an honorable discharge. Melise said the paperwork he was given was already filled out and included false statements indicating that he personally requested to be discharged from the Army Reserves and that it was due to "personal reasons."
"I didn't write that," Melise said. "I didn't write anything they said came from me in those papers. I told them I did not want to leave the reserves. I wanted to stay in and was ready to do anything to do so."
Melise said he was told by the sergeant and another officer that he was "barred" and would not be eligible to re-enlist.
"They told me, 'this meeting was to let you know you only have this time to get an honorable discharge' and if I didn't sign the papers I would face further trouble," he said.
Still, Melise signed the discharge papers.
"I felt like I had no choice," he said. "I did not want to go through whatever it was they had planned for me if I decided to continue fighting."
The documents included another "developmental counseling form" that stated, "soldier is flagged due to security violation; resulting in soldier beeing [sic] disqualified for reenlistment."
"No action is deemed necessary as soldier is requesting to be released from the" US Army Reserves.
Melise declined to check the box indicating he was in agreement with the security violation charge and instead wrote, "there was no security violation on my behalf. I would like some type of trial to prove my innocence."
Army Reserve officials never responded to Melise's request, Maj. Adams said, because Melise signed the discharge papers that stated he did not wish to re-enlist and requested to be discharged.
"The soldier has no need to clear his name of anything," Maj. Adams said, declining to respond to allegations by Melise that statements attributed to him in the separation agreement were written by reserve officers. "Our records regarding the soldier are confidential. Again, he was discharged with an Honorable Discharge" on June 27.
The former JAG officer, however, said the papers Melise signed shows the Army Reserves "initiated Administrative Separation on June 7th, but it doesn't indicate why."
"It appears they were going to 'ad sep' him for whatever reason and he decided to submit his voluntary separation papers to avoid the risk of getting a less than honorable discharge via the admintrative separation process they had initiated," the former JAG officer said.
Melise sunk into a deep depression. He isolated himself in his apartment, shut out his friends, family and the attorney who was advising him and he began to drink heavily again. In July, he was hospitalized for acute pancreatitis.
Overweight
In a follow-up telephone interview two days prior to the publication of this story, Major Adams, the Army Reserve spokesman, dramatically shifted his position about the circumstances behind any re-enlistment bar Melise may have. Major Adams, who spoke to Truthout in the presence of an SJA, said if Melise is barred from re-enlistment it is likely due to Melise's weight, stating that Melise was 5 feet, 2 inches tall and weighed 220 pounds.
"I'm speculating," Major Adams said about the possibile reason Melise is barred from re-enlisting. "But it's those dimensions that are probably the factor."
Melise's military identification card and Florida driver's license state, however, that he is 5 feet, 6 inches tall - not 5 feet, 2 inches. Moreover, Melise said he lost 30 pounds during the month of May in preparation for an Army physical fitness test.
Major Adams failed to respond to questions about the contradictions with his statement about Melise's weight possibly playing a role in his bar to re-enlist and Melise's June 6 separation agreement that said he was being "flagged for security violations" and was "disqualified" from re-enlistment.
The former JAG officer said, based on what he read in Melise's "developmental counseling form, "it certainly looks like they barred [Melise] from re-enlisting solely because of the 'leak.'"
Despite all of the turmoil, Melise said his decision to speak publicly was cathartic and he doesn't have any regrets.
"I told the truth and I was punished for it," Melise said. "I gave half my life to a service that is now turning its back on me. I don't feel I did anything wrong and I stand by that."

Jose Delgado was a monster who the CIA cultivated and emulated as a means to gather information. Imagine a citizen in this country being probed and prodded like cattle just to determine IF they have done anything without any provocation other than getting placed on one of Bush's infamous list through the FBI etc. Go further and imagine that the FBI used this program not to gather information but to keep a person silence and to protect one their cases because of the FBI mistakes. You don't have to go far...I know they did it to me. This is not a single incident but now has become their MO and they no longer have to work at getting their information they just subject the victim to a program that never stopps and includes threats, torture, rape and sexual assaults as a means to controol the victim. Not all agents have access to this program but keep in mind those that do have been chosen for what they have but for what they lack. We have good agents intelligence agents and like any employer we have agents that have questionable ethics and who cover up their mistakes at the expense of the innocent. I owe this post to the group of men and women who chose to burn my private area over the weekend and who chose to use sexual images as a means to silence me. The Obama administration has represented Rumsfeld through the U.S. Justice Department and argued that the former defense secretary cannot be sued personally for official conduct. The Justice Department also argued that a judge cannot review wartime decisions that are the constitutional responsibility of Congress and the president. And the department said the case could disclose sensitive information and distract from the war effort, and that the threat of liability would impede future military decisions.
But U.S. District Judge James Gwin rejected those arguments and said U.S. citizens are protected by the Constitution at home or abroad during wartime."The court finds no convincing reason that United States citizens in Iraq should or must lose previously declared substantive due process protections during prolonged detention in a conflict zone abroad," Gwin wrote in a ruling issued Tuesday.
"The stakes in holding detainees at Camp Cropper may have been high, but one purpose of the constitutional limitations on interrogation techniques and conditions of confinement even domestically is to strike a balance between government objectives and individual rights even when the stakes are high," the judge ruled. Sex and the intelligence community

On a nightly basis many men, women and even children are subjected to a mislead group of individuals who work for the intelligence community including the NSA, FBI, CIA, DEA and ATF along with military men and women. These mislead mental midgets believe that attacking citizens through mind games is acceptable behavior. This includes needle pricks to their private area, visions of sexual acts, and in doing so they leave puncture marks on their bodies. It is well known that the military uses sexual acts as a means to gather intelligence but who would believe that our congress would sanction this type of torture and mind games here in America. Tonight there will be men who have erections for hours at a time as a means of torture, women who are raped and sexually assaulted via directed energy weapons, low radio frequencies and many other forms of torture while congress sleeps. The Obama administration has been told about these types of torture and many believe that they are meant to mimic hands on torture. They are the same and they need to be stopped. I am asking everyone who reads this to investigate and Google low frequencies, directed energy weapons and brain mapping, brain games then email your congress and ask them to bring our country back in line with the constitution. I do not believe in violence but I do believe a flood of letters will get their attention. Start with the President and then your congress.

Corruption Does Not Lead to a Safer America

I noticed that following the sexual assault or images that have increased and are then followed by increased threats and blackmail. I wonder why blackmail is now the course that would be used with the new programs under the Patriot Act. This is what was done to the Abru Ghrib detainees (called detainees because that would eliminate the Geneva Convention)Imagine Americans being subjected to the same abuse as a means to stop whistleblowing. Since I do not care about the threats or the blackmail I will be creating a You Tube complete with documents to support that the FBI covered up evidence in a Federal case by using this technology (Russian Based) on me. The idea is to make you appear delusional so that they can then tell anyone who questioned the evidence that it was stated by a person with a mental illness. Before I go any further I would like to let you know that they failed to make me look mentally ill and that I am and never was on any medication and was not prescribed any by any doctor. In fact I carry documents that state I have no mental illness as a result of just one attempt at discrediting me. My evidence did not make the person less guilty but instead proved that poor investigation techniques were used as there was more than one person involved. I am not alone in this method of brain mapping and fingerprinting. This is a common denominator in many cases. Some were not so lucky and were medicated and diagnosed with mental illness. You as tax-payers are their support through medicaid and disability. We do know if the technology that disorients is being used by military although it is military. It may have been used by FBI, ATF, DEA, CIA along with Homeland Security, NSA and other intelligence agencies (oxymoron). We do know that there is evidence to support that there are thousands of victims that have been subjected to a simulation of enhanced torture. This includes simulated rapes, water boarding and simulated gunshots to the head. It does create PTSD and other types of stress related illnesses. Some of these people are well known as doctors, lawyers and even a psychologist who did not go along with their program. In addition, the American Psychiatric Association has denounced the use of this technology even if it is used by the military. It seems that they have go ahead from your congress and elected officials because it is not hands on but done remotely with directed energy weapons. I believe the only way to fight this destructive behavior on the part of these agencies is to go forward with a lawyer and go public. I also believe it is time for You Tube. I think I will call Obstruction Of Justice and Secrecy. Look for the You Tube video in the near future. Recently I moved closer to family and I expect them to start their destruction of my relationship with my family at home. We shall see... WATCH FOR THE YOU TUBE. The very vivid images of sexual relations are a means to control a person as the brain reacts to this type of stimulation. They have carried this type of sexual assault along with the real sexual assault for over ten years and each year it increases and gets more sick in nature. Just like the images of the Abru Gharib detainees we are led through these mind games to believe that we are a part of some sexual game while being watched and monitored by the people behind the weapons. It is amazing and realistic but it does not do what the perverts would like it to do. These are not men and women with honor or morals they will become what they do to others later in life as we have seen an increase in abusive behavior from our military. One base in NC had over six murders in a short time. If you watch porn all day then you will begin to want to see the real deal. The same goes for these men and women who subject others to sexual abuse. It will not be long until their appetites will not be satisfied by just watching. I predict an increase in arrest by military and even intelligence. We already have seen several in Homeland Security and even Robert Hansen sold information to China and used the money to hire and watch prostitutes. Our nation is in danger and our senators and congress just doesn't care while tooting their horns about morals and ethics.

Just wanted to tell you that one of the victims has died. Eric Goodman died of cancer July 16, 2011. We do not know what caused his cancer but he told another person who is a victim that he was hit very hard with the weapons since they found the cancer. Our deepest sympathy goes out to his family. I did not know Eric but how difficult it must have been to be in a program when he was in such pain from the cancer. Let us hope that the GOOD people take the time to save the people and the planet from these weapons. He was an activist up until he died trying to stop the use of these weapons on the American people. He has left behind thousands who deal with being targets and many have already died of cancer.

In this country we have now seen not only remote brain fingerprinting, remote rape, sexual assaults, water boarding and simulated gunshots to the head or mock executions. These are not being done to PO W's alone but to ordinary citizens who either non-consensually became "persons of interest" or perhaps subjects for training exercises by intelligence and the military. Most of the victims have gone to senators to request that it stop or for assistance to no avail and have taken other avenues to stop this torture only to be set up as mentally ill by these same agencies.

With advanced technology it is possible to beam voices and to send holograms right into victims houses. Yet, there has been no public outcry and articles about this technology have been forthcoming they are still slow to reach the public and to stimulate the public to rally against such technology. In addition the CIA approached the media and demanded that they not let the public know about Abeu Gharib for one year. It was withheld from the public for that year. There is no Dick Chaney, Bush or Rumsfield now but the abuses continue on private citizens under this administration. Who will have the courage to stop funding this project?

We now have satellites so small that they can be used to see inside homes; yours and mine. Imagine going to the shower and seeing a tiny light above you while some stranger is watching you take your bath, eat and even watch you make love to your spouse or friend.

We accepted all of this after 911 but never did anyone imagine the invasion into our privacy that we would suffer. We did not sign up for this torture we were targeted by some list that some agent placed us on without regard to our well-being. In fact we were placed under surveillance not because we did anything wrong but because they got it wrong. In order to cover up these mistakes and invasions they have sent thousands of people to mental hospitals. Many of these victims needed no medication but were forced to take medication that tax-payers paid for. Many more were unable to work due to the targeting effects of these weapons. Some were lawyers, doctors and social workers as well as ordinary citizens. Some were deliberately kept from earning a living and some were placed on disability that you pay for. Maybe the Red Cross should listen to the victims like they do the POW's and demand this abuse cease. If the weapons were removed they might be able to return to work or to live the rest of their lives without this invasive and dangerous technology. keep in m ind it operates on low frequencies, microwaves and EMF which cell phone use and have been declared cancer causing. If you think you are not affected look at the sky when there is chem trails and you will see the white or red phosphorus that the military use to hide what they want hidden.

Don't we have enough terror in this country without it coming from the very people that took an oath to honor their country and to serve the people? Please google Sharon Weinberger and other articles including those about brain fingerprinting, remote surveillance and the active denial weapons system. If you think this isn't happening then you need to also google Church Committee, the government Guatemala and Alabama Syphilis project. This could happen to you and probably will if it is not brought to the public attention.

Thank you. Please email the President, Senators, newspapers and other media that this is going on. Don't take my word for it do research... Keep in mind just because it is done with technology doesn't make it less traumatic for the victims. This is debilitating and victims are not collateral damage they are citizens and being abused. This program has created PTSD, anxiety attacks and while some victims were not diagnosed with mental illness it certainly creates issues such as the above and depression. There have been victims led to suicide and there is no medical resources for most of the victims. These people are not terrorist or a danger to society they are people like yourselves. Many are in financial ruins as a result of this program...is this what will define our country in the end? Will History books describe this period as barbaric and unamerican. Will our politicians be remembered as turning their heads when they should have demanded change?

PS: Some victims claim to be MKUltra but due to the destroying of CIA records these people have no proof. They were to be found and compensated but many have been forgotten or placed in other programs. I believe that there is available technology that our military speaks about and classified that they deny or claim is not ready for war. If this is the case then who are they testing these weapons on?

When a picture is taken after a direct attack these are some of the images that you get. I once took a photo where everything was distorted except a stop sign that was perfect. The first photo is the top of a head of a person who has been under some form of attack..the second was taken outside the home where a small tree was the camoflage of the images. The third is really just a show of the energy that passes through the room. The fourth is the top of the head of a person who has the same images on the ceiling of the home. Fifth is outside a normal window that is anything but a normal photo. Lat is the raised areas where the energy is near the head of a person.

According to The New York Times, the FBI will soon be giving its roughly 14,000 agents significant new surveillance powers.

The current guidelines already set a dangerously low threshold for beginning an investigation or conducting surveillance about individuals or groups who are not suspected of any criminal activity.

* Please personalize your message The guidelines in place now allow the FBI to collect, analyze and map racial and ethnic data about local communities, opening up the possibility that the FBI is engaging in unconstitutional racial profiling.

I don't want the FBI to have even more authority to engage in abuses.

The FBI should refrain from monitoring people unless there is reasonable suspicion that they have committed a criminal act or are taking preparatory actions to do so. I also request that you impose stronger safeguards against the FBI using race and religion as grounds for suspicion -- and that you do not permit an expansion of unchecked surveillance powers.

In 2002 I became a victim of the FBI due to the fact that I turned tapes over to the FBI that were discarded and when the case was to come before the courts they denied the tapes existed and tried to paint me as mentally ill. I am still a victim today of the remote interrogation. I have been burned and zapped with military weapons and I have been subjected to sleep deprevation as well as rumors and other Cointelpro activities. Please stop this abuse of power and make the FBI and other intelligence agencies accountable for these activities.

Unsung Heroes

The ACLU is asking people to stand up for the unsung heroes who stood up against the Bush Administrations policies on torture. Today the same techniques that were used at Guantanamo are being used on citizens in this country who may have gone to the wrong website, or spoke out against the Bush Administration. The whistle-blowers, potential witnesses and those that were silenced by technology and military weapons that are so sophisticated that seem to come from a Star Wars movie suffer today. For those who suffer today just know that there are thousands like yourself and groups are out there to help you. I am reprinting the New York Times editorial. Unsung HeroesA small gesture can mean a lot. That is the simple but compelling idea animating a drive to gain official honors for the patriots, both civilian and in uniform, who stood up against the Bush administration’s immoral torture policies.

The idea of bestowing honors on these heroes was raised in an April 28 Op-Ed article in The Times by Jameel Jaffer of the American Civil Liberties Union and Larry Siems of the PEN American Center. They said that while senior Bush administration officials approved egregious interrogation and detention practices, including torture, there were dissenters throughout the government.

“Those who stayed true to our values and stood up against cruelty are worthy of a wide range of civilian and military commendations, up to and including the Presidential Medal of Freedom,” they wrote.

Worthy candidates include Alberto Mora, the former Navy general counsel who waged a lonely battle to revoke Defense Secretary Donald Rumsfeld’s interrogation directive authorizing abuses at the Guantánamo Bay prison; and Antonio Taguba, the Army major general who says he was forced to retire after his frank report on the sadistic treatment of detainees at Abu Ghraib. There are others.

This modest awards proposal has lately assumed a degree of urgency. After the killing of Osama bin Laden, some — like John Yoo, the Bush Justice Department lawyer who twisted the Constitution and the Geneva Conventions to excuse the inexcusable — argued that waterboarding and other abuses were both proper and necessary. Ten leading civil liberties and human rights groups, including the A.C.L.U. and Human Rights First, have called on President Obama to honor all who bravely said no when the country veered off course. Recognizing them would not discharge Mr. Obama’s failed duty to find ways to further accountability. But it would be a start.

Who would have thought that the public would be silent when all over this country there are human beings including children being subjected to military weapons and non consensual human experimentation? With all the history of the abusive policies of intelligence agencies and the military complex why would this be ignored. Here we have weapons that have the ability to single a person out of a crowd and then to disorient them along with weapons that can be used to beam voices, manipulate people's thoughts, project holograms and yet the public continues to keep their head in the sand. If for no other reason but to protect our grandchildren from such invasive weapons and policies then we should all be sending emails to senators asking for an investigation by an impartial group much like the Church Committee who investigated MKUltra, the CIA program where drugs were used on people without their knowledge. We would support the five Vietnam Vets who have a lawsuit where they have subjected to the earliest forms of mind control or behavior modification and who have health issues today. We look in our sky and think what beautiful clouds when they are really chem trails and another form of hiding something from the public. Please send a short email and ask your senator to look into the use of these weapons that use neural monitoring in remote interrogation and brain fingerprinting. In some cases the FBI and other agencies used these weapons to silence whistle-blowers and even potential witnesses that they wanted to cover up. Surely the American people will step up to the plate and learn the facts about this new homeland security that does not provide security at all. Surely we will protect our children and grandchildren from these harmful low frequencies and microwaves? Some of these victims have been subjected to EMF, radio and microwaves on a steady basis. EMF is the same EMF that cell phones use that cause new forms of cancer. Imagine being a non consensual test subject for EMF and not having anyone to go to for medical or help? We are a smart group of people here in America and we want what is right for the general public and non consensual human testing and remote neural monitoring is not. Imagine someone using a weapon to disorient you and then sending you to a mental hospital just to discredit you so that they won't have to be bothered with your testimony in court? Imagine the constant harassment as a means to keep you silent. This is America and we should know better and do better....is this all that we can be?________________________________________________

Listen closely and what you will hear, beneath the babble of political chatter and other mindless political noises distracting you from what’s really going on, are the dying squeals of the Fourth Amendment. It dies a little more with every no-knock raid that is carried out by a SWAT team, every phone call eavesdropped on by FBI agents, and every piece of legislation passed that further undermines the right of every American to be free from governmental intrusions into their private affairs.
Incredibly, with little outcry from the populace, the lengths to which the government will go in its quest for total control have become more extreme with every passing day. Now comes the news that the FBI intends to grant to its 14,000 agents significant new powers which will extend the agency’s reach into the lives of average Americans and effectively transform the citizenry into a nation of suspects, reversing the burden of proof so that we are now all guilty until proven innocent. Thus, no longer do agents need evidence of possible criminal or terrorist activity in order to launch an investigation. Now, they can “proactively” look into people and groups, searching databases without making a record about it, conducting lie detector tests and searching people’s trash. All of this has been sanctioned by the Obama administration.
Whereas the relationship between the American people and their government was once defined by a social contract (the U.S. Constitution) that was predicated on a mutual respect for the rule of law and a clear understanding that government exists to serve the people and not the other way around, that is no longer the case. Having ceded to the government all manner of control over our lives, renouncing our claims to such things as privacy in exchange for the phantom promise of security, we now find ourselves in the unenviable position of being trapped in a prison of our own making.
It is a phenomenon that Abraham Kaplan referred to as the law of the instrument: “Give a small boy a hammer, and he will find that everything he encounters needs pounding.” Unfortunately, in the scenario that has been playing out in recent years, we have become the nails to the government’s hammer. After all, having equipped government agents with an arsenal of tools, weapons and powers with which to vanquish the so-called forces of terror, it was inevitable that that same arsenal would eventually be turned on us. As Michael German, a former FBI agent, recently observed, “You have a bunch of guys and women all over the country sent out to find terrorism. Fortunately, there isn’t a lot of terrorism in many communities. So they end up pursuing people who are critical of the government.”
Consequently, relatively obscure political activists, including antiwar activists in Pittsburgh, animal rights advocates in Virginia and liberal Roman Catholics in Nebraska, have increasingly found themselves the object of intense surveillance by FBI counterterrorism agents. Such surveillance, as the FBI’s new manual reveals–even in the absence of credible evidence suggesting wrongdoing–is par for the course.
Then again, this is nothing new. Between 1956 and 1971, the FBI conducted an intensive domestic intelligence program, termed Cointelpro, charged with the secret surveillance of citizens on the basis of their political beliefs, even when those beliefs posed no threat of violence or illegal acts on behalf of a hostile foreign power. Thus, it would seem we’re back to where we started, only this time we’re facing Cointelpro on steroids–pumped up on the government’s self-righteous quest to ferret out peace activists and dissidents and energized by an arsenal of invasive technologies that make the phone tapping equipment of the 1960s look like Tinker Toys.
It’s the hammer and nail analogy again. Having acquired all of these new tools and powers post-9/11, of course the government wants to hold onto them and what better way to do so than by using them to ferret out “potential” threats. A prime example occurred in 2002, when the FBI dispatched a special agent, armed with a camera, to a peace rally to search for terrorism suspects who might happen to be there, just to “see what they are doing.” It was what the Office of Inspector General characterized as a “make-work” project.
Mark my words: we’re going to find, as time goes on and we come under greater and greater surveillance, that we have all become part of the government’s “make-work” project. What this means is that in order to justify their existence and earn their pay, they’ll be investigating perfectly harmless, innocent citizens.
So what’s to be done?
First, the American people need to get their heads out of the sand and their butts off the couches and act like real Americans for a change. And by that I mean taking to the streets and truly protesting this deplorable state of our nation. March on Washington, march on your town hall–but whatever you do, make your voices heard. If they can do it in Europe and China and the Middle East, there’s absolutely no reason we can’t do it here.
Second, once we’ve gotten Congress’ attention, we need to push for a legislative response to these FBI abuses. It can be done, but it will take Americans coming together across party lines and calling for Congress to pass legislation restoring the Fourth Amendment and restricting what government agents can do, especially without a court order. Congress may be largely corrupt and incompetent, but with the right kind of citizen pressure, changes can be had. Whatever you do, however, beware of promises made on the campaign trail. As we have seen repeatedly, they never stick.
Third, act now before it’s too late. That dying squeal, the sound of the Fourth Amendment having been gutted and bleeding to death, is getting fainter and fainter. Once it goes silent, there’ll be no turning back.

NSA whistleblower FBI Targeted Individual

..A National Security Agency whistleblower, who said early during the George W. Bush administration that the agency was misspending millions of taxpayer dollars on the technically flawed system that sifted through emails and other digital communications, has been vindicated by a secret government report released this week. The report and this legal case support claims of "Targeted Individuals," estimated to number 350,000 in the United States, who have been reporting related complaints about FBI extremist cells targeting them for years to no avail to date.

NSA official Thomas A. Drake, unsuccessfully tried by the government for Espionage Act violations, and others at NSA, prompted the highly classified study according to The Washington Post Friday. How did Drake achieve this? He made a call to the Pentagon inspector general’s fraud, waste and abuse hotline according to Project On Government Oversight (POGO) Director of Investigations Nick Schwellenbach who broke the news, saying the report is heavily redacted but vindicates Drake.

The study report dated December 15, 2004 had been kept secret from the public until Wednesday.

POGO is a nonpartisan independent watchdog championing good government reforms. POGO’s investigations into corruption, misconduct, and conflicts of interest achieve a more effective, accountable, open, and ethical federal government. POGO obtained a copy of the DoD IG report through a Freedom of Information Act (FOIA) request.

“The National Security Agency is inefficiently using resources" and “may be developing a less capable long-term digital network exploitation solution that will take longer and cost significantly more to develop" according to the report.

Many of Drake's allegations of waste and ineffectiveness in an intelligence program at the NSA were backed up in the Department of Defense Inspector General (DoD IG) report that POGO received this week. The report is dated December 15, 2004, and had not been previously been made public in any form until the 22nd.

People who filed the Inspector General complaint were raided by armed FBI agents, a phenomenon typical of police states that are becoming more commonplace in the United States. The "counterintelligence" raids are mainly aimed at innocent people, some of whom openly defend the Constitution. Noted Private Investigator William Taylor has stated that the targeting is mainly against America's best people, many of whom have been secretly RFID chipped against their will or knowledge.Targeted Individual Thomas Drake

Drake, slated for sentencing on July 15, "persistently described himself as a whistleblower who never leaked official secrets — was the target of an espionage prosecution from 2007 until last week, when the Justice Department dropped the most serious charges against him and accepted his plea of guilty to unauthorized use of a government computer used to communicate with a reporter." NSA “disregarded solutions to urgent national security needs” and evidence exists that the agency “modified or suppressed” pertinent studies according to the report.

Knowing the horrendous consequence of whistle-blowing, it is no surprise that that some sources of criticism feared reprisal.

Cost and technical problems surfaced in two independent scientific reviews disclosed in the report finally forced the NSA to abandon its Trailblazer Program in 2006, after consuming over $1 billion according to The Times.

“This is just more evidence that the government never should have prosecuted Thomas Drake,” said Danielle Brian, executive director of Project on Government Oversight.

The U.S. Department of Justice's (DOJ's) prosecution was believed to develop from the DOJ’s investigation into disclosures of NSA warrantless wiretapping to The New York Times and came after Drake blew the whistle on widespread problems with an NSA program called TRAILBLAZER that was finally closed in 2006.

Most of the Espionage Act charges against Drake involved documents associated with his cooperation with this DoD IG audit according to POGO.

LRAD – is a long-range hailing and warning, directed acoustic device designed to communicate with authority and exceptionally high intelligibility in a 15-30 degree beam. LRAD can issue a verbal challenge with instructions in excess of 500 meters and has the capability of following up with a warning tone to influence behavior or determine intent. The "hailing and warning" application for commercial shipping is similar to the successful LRAD deployments by the U.S. Navy on patrol craft in and around the port of Basra, Iraq to communicate with vessels in shipping lanes and around oil terminals, where the device was reported to be effective even at a distance of 1,000 meters. LRAD was originally conceived to support the protection and exclusion zones around U.S. Navy warships. The challenge of interdicting small boats approaching commercial maritime assets is quite similar. LRAD's warning tones command attention at ranges in excess of 500 meters while its directional and highly intelligible voice instructions can unquestionably be heard. LRAD's ability to positively communicate with authority on land or at sea is proving highly effective in creating safe situations out of uncertain ones.

On November 7, 2005 LRAD was first used to foil a pirate attack on a Seabourn Cruise Line luxury cruise. The system was installed as a part of the ship's defense systems, and was activated when pirates attacked the ship with RPGs 160 kilometers off the Somali coast . The pirates failed to board the cruiser. LRAD's maritime application was realized after the 2000 attack on the USS Cole off Yemen, as a way to keep operators of small boats from approaching US warships. The system was evaluated by commercial ship operators, as a non lethal way to ward off pirate attacks. Other applications include armed unmanned surface vehicles, as international maritime law does not allow commercial vessels to carry heavy armament.

For every positive there is a negative...it is also used as part of the extension of the behavior modification program unknow to the victims.

This has not stopped...it continues to happen on a daily basis in this country except it is done with new technology but the effects are the same. There needs to be some accountability for the Defense Department and the CIA programs . The people have tried to get the support of senators and there are a few who will speak out if they can get other senators to go along with an investigation into the use of nonconsensual human experiments. As a victim of a rape that was committed upon me in October of 2002 with the full knowledge of Agent Woody Enderson and Agent Jimmy Russell I believe that anything less than an investigation and full medical along with compensation would be just another form of obstruction of justice. The Agency poured millions of dollars into studies examining methods of influencing and controlling the mind, and of enhancing their ability to extract information from resistant subjects during interrogation.[20][21]

Some historians have asserted that creating a "Manchurian Candidate" subject through "mind control" techniques was a goal of MKULTRA and related CIA projects.[22] Alfred McCoy has claimed that the CIA attempted to focus media attention on these sorts of "ridiculous" programs, so that the public would not look at the primary goal of the research, which was developing effective methods of torture and interrogation. Such authors cite as one example, the fact that the CIA's KUBARK interrogation manual refers to "studies at McGill University", and that most of the techniques recommended in KUBARK are exactly those that researcher Donald Ewen Cameron used on his test subjects (sensory deprivation, drugs, isolation, etc.).[20]

One 1955 MKULTRA document gives an indication of the size and range of the effort; this document refers to the study of an assortment of mind-altering substances described as follows:[23]

I started to delete the older post but even though they read like someone rambling, I knew the real reason behind the rambling. I recognize that much of these post will not make sense unless you know the technology or the psyops program. These weapons are used to get victims do do or say things that we would not normally say or do. I have great respect for those who serve our country whether it be police, FBI, SBI or any other form of public servant. We know that in every occupation there will be some who make it difficult or give the organization a tarnished image. For the most part there are decent agents all over the United States but do to the few who have tried to discredit me I will not trust again. So if some of my post seem like I dislike or am a little radical please believe me I am not. My plan is to just not vote for anyone that supports this program. I am only one vote but I ask everyone to learn about this technology and non consensual human experiments and to also not vote for those who in the past we supported only to be disappointed. Thanks to all who contribute to this blog. Please visit the Bioethics Commission website and KELB website. Research nonconsensual weapons testing, radio frequencies and what they can do. Remember that there are too many people telling the same stories and the CIA and other agencies can no longer say that these people are mentally ill. We have doctors, lawyers even psychologist who are telling the Bioethics Committee that they are test subjects. We believe this is a CIA program that utilizes military weapons. The military may call it behavior modification...the use of odors is common and the directed energy weapons such as the active denial weapons system is a part of this. We have funded the Psycotechnology Research Laboratory Institute that is Russian based and their main objective is behavior modification or mind control technologies. They now have a United States location in TN. Do we really want to carry on this type of program here in the land where we are supposed to be the leaders of the free world? Contact the President and ask him to appoint a committee much like the Church Committee only give them the powers to act upon their findings so that there will never be another program where citizens are used in nonconsensual experiments.

*1 This consolidated appeal is from the judgments of the United States District Court for the Southern District of New York (Pauley, J.) dismissing two complaints for lack of subject matter jurisdiction under the Alien Tort Statute, 28 U.S.C. § 1350 (“ATS”), and in the alternative, on the ground of forum non conveniens. Plaintiffs-Appellants Rabi Abdullahi and other Nigerian children and their guardians sued Defendant-Appellee Pfizer, Inc. under the ATS (“the Abdullahi action”).

They alleged that Pfizer violated a customary international law norm prohibiting involuntary medical experimentation on humans when it tested an experimental antibiotic on children in Nigeria, including themselves, without their consent or knowledge. Plaintiffs-Appellants Ajudu Ismaila Adamu and others, also children and their guardians who were part of Pfizer’s Nigerian drug experiment, brought a similar action against Pfizer, alleging violations of
the ATS, the Connecticut Unfair Trade Practices Act (“CUTPA”), and the Connecticut Products Liability Act (“CPLA”) (“the Adamu action”). Pfizer moved to dismiss both actions for lack of subject matter jurisdiction and on the basis of forum non coveniens. The district court granted the motions and both sets of plaintiffs have appealed.

As explained below, we conclude: (1) that the district court incorrectly determined that the prohibition in customary international law against nonconsensual human medical experimentation cannot be enforced through the ATS; (2) that changed circumstances in Nigeria since the filing of this appeal require re-examination of the appropriate forum, albeit on the basis of a legal analysis different from that employed by the district court; and (3) that the district court incorrectly applied Connecticut’s choice of law rules in the Adamu action. Consequently, we reverse and remand the cases to the district court for further proceedings.

Working in concert with Nigerian government officials, the team allegedly recruited two hundred sick children who sought treatment at the IDH and gave half of the children Trovan and the other half Ceftriaxone, an FDA-approved antibiotic the safety and efficacy of which was well-established. Appellants contend that Pfizer knew that Trovan had never previously been tested on children in the form being used and that animal tests showed that Trovan had life-threatening side effects, including joint disease, abnormal cartilage growth, liver damage, and a degenerative bone condition.
Pfizer purportedly gave the children who were in the Ceftriaxone control group a deliberately low dose in order to misrepresent the effectiveness of Trovan in relation to Ceftriaxone. After approximately two weeks, Pfizer allegedly concluded the experiment and left without administering follow-up care. According to the appellants, the tests caused the deaths of eleven children, five of whom had taken Trovan and six of whom had taken the lowered dose of Ceftriaxone, and left many others blind, deaf, paralyzed, or brain-damaged.

*2 Appellants claim that Pfizer, working in partnership with the Nigerian government, failed to secure the informed consent of either the children or their guardians and specifically failed to disclose or explain the experimental nature of the study or the serious risks involved.

Although the treatment protocol required the researchers to offer or read the subjects documents requesting and facilitating their informed consent, this was allegedly not done in either English or the subjects’ native language of Hausa.

The appellants allege that, in an effort to rapidly secure FDA approval, Pfizer hastily assembled its test protocol at its research headquarters in Groton, Connecticut, . . . “ (IBID).
The appellate judges decided that the lower court was in error in dismissing the case. They further found that: “ The judgment (at Nuremberg) (emphasis mine) concluded that “[m]anifestly human experiments under such conditions are contrary to the principles of the law of nations as they result from usages established among civilized peoples, from the laws of humanity, and from the dictates of public conscience.” Id.
(emphasis added and internal quotation marks omitted).
The Code created as part of the tribunal’s judgment therefore emphasized as its first principle that “[t]he voluntary consent of the human subject is absolutely essential.” Id. at 181.
The American tribunal’s conclusion that action that contravened the Code’s first principle constituted a crime against humanity is a lucid indication of the international legal significance of the prohibition on nonconsensual medical experimentation. As Justices of the Supreme Court have recognized, “[t]he medical trials at Nuremberg in 1947 deeply impressed upon the world that experimentation with unknowing human subjects is morally and legally unacceptable.” (IBID).

BACKGROUND

A. Pfizer’s Trovan Test in Nigeria

On review of a district court’s grant of a motion to dismiss, we assume as true the facts alleged in the complaints, construing them in the light most favorable to the appellants.
The central events at issue in these cases took place in 1996, during an epidemic of bacterial meningitis in northern Nigeria.
marketed as “Trovan.” They contend that in April 1996, Pfizer, dispatched three of its American physicians to work with four Nigerian doctors to experiment with Trovan on children who were patients in Nigeria’s Infectious Disease Hospital (“IDH”) in Kano, Nigeria. Working in concert with Nigerian government officials, the team allegedly recruited two hundred sick children who sought treatment at the IDH and gave half of the children Trovan and the other half Ceftriaxone,
an FDA-approved antibiotic the safety and efficacy of which was well-established. Appellants contend that Pfizer knew that Trovan had never previously been tested on children in the form being used and that animal tests showed that Trovan had life-threatening side effects, including joint disease, abnormal cartilage growth, liver damage, and a degenerative bone condition. Pfizer purportedly gave the children who were in the Ceftriaxone control group a deliberately low dose in order to misrepresent the effectiveness of Trovan in relation to Ceftriaxone. After approximately two weeks, Pfizer allegedly concluded the experiment and left without administering follow-up care. According to the appellants, the tests caused the deaths of eleven
children, five of whom had taken Trovan and six of whom had taken the lowered dose of Ceftriaxone, and left many others blind, deaf, paralyzed, or brain-damaged.
*2 Appellants claim that Pfizer, working in partnership with the Nigerian government, failed to secure the informed consent of either the children or their guardians and specifically failed to disclose or explain the experimental nature of the study or the serious risks involved. Although the treatment protocol required the researchers to offer or read the subjects documents requesting and facilitating their informed consent, this was allegedly not done in either English or the subjects’ native language of Hausa. The appellants also contend that Pfizer deviated from its treatment protocol by not alerting the children or their guardians to the side effects of Trovan or other risks of the experiment, not providing them with the option of choosing alternative treatment, and not informing them that the non-governmental organization Médecins Sans Frontières (Doctors Without Borders) was providing a conventional and effective treatment for

As Telford Taylor, who served as an assistant to Justice Robert Jackson during his time as Chief Prosecutor for the IMT and then became Chief Counsel for War Crimes on the Nuremberg trials held under the authority of Control Council Law No. 10, explained, “Nuernberg was based on enduring [legal] principles and not ontheir application and refinement in the 12 judgments rendered under that law during the 3-year period, 1947 to 1949.” Taylor, Report on Nuernberg War Crimes Trials, at 107 (emphasis added).
If a norm of customary international law, as the prohibition on non-consensual medical experimentation, occurs, a claim can proceed to trial. This is one of the important findings in the case of Rabi Abdullahi, et al. v. Pfizer, Inc., 05-4863 cv (L), 05-6768-cv(CON). The findings of the trial court were reversed and remanded for trial on January 30, 2009 in the U.S. Second Circuit Court of Appeals in the Southern District of New York.

Judges Poole, Wesley and Parker stated that this prohibition “meets this standard because, among other reasons, it is specific, focused and accepted by nations around the world without significant exception“ (Rabi Abdullahi, et al. v. Pfizer, Inc., et al.).

Their decision further states that : “The evolution of the prohibition into a norm of customary international law began with the war crimes trials at Nuremberg. The United States, the Soviet Union, the United Kingdom and France “acting in the interest of all the United Nations,” established the International Military Tribunal (“IMT”) through entry into the London Agreement of August 8, 1945. In 1955, the CIA set up a secret front organization, known as the Society for the Investigation of Human Ecology (SIHE), to fund further studies. CIA employee, Dr. John Gittinger and Dr. Wolff from Cornell, assisted in the program formation. Approximately a year later, Dr. Gittinger read an article, published in the American Journal of Psychiatry, written by Dr. Ewen Cameron from the Allen Memorial Institute of Psychiatry, and entitled Psychic Driving. Defendant’s Motion Exhibit 6. The article prompted him to invite Dr. Cameron to submit an application for SIHE research funds. Defendant’s Statement pars. 31-32.

Conversely, if there is a standard by which his action is measured, it is not within the exception.” Barton v. United States, 609 F.2d 977, 979 (10th Cir.1979).

The CIA was created to correlate and evaluate intelligence relating to the national security. If the disputed facts were resolved in favor of plaintiffs, the defendant would have acted so far beyond its authority that in any proper construction the action could not be termed discretionary. As one court stated: “Discretion may be as elastic as a rubberband, but it, too, has a breaking point,” Birnbaum v. United States, 589 F.2d 319 329 (2d Cir.1978).

The Gay Bomb
It’s weapons like the Gay Bomb that make it possible for us to understand the deficit. The Gay Bomb is exactly what it sounds like; a weapon that will explode and make your enemies gay. Actual, weaponized gay. Wright Laboratory in Ohio proposed a number of non-lethal weapons to the Pentagon, as methods of crowd control are highly in demand these days, from better tear gas to pain rays. Their idea was to bathe our enemies in an aphrodisiac chemical so strong that it caused all enemy combatants to turn gay! The concept is pretty simple, really: You can’t fight if you’re gay. That’s the whole reason for don’t ask, don’t tell, right? However, science has not actually perfected this bomb to work outside of a few gay rights parades. Despite that, the Pentagon kicked this idea around for at least seven years! The experiments were tested from 1987-1994 when the Clinton Administration looked over the results of the testing and said – “This is ridiculous!“ Harvard University awarded the scientists an IG Nobel Prize in 2007. This is a parody on the real Nobel Prize.

Project Standard Bathroom Malodor
The United States has something, in its possession, called US Government Standard Bathroom Malodor (aka, the Stink Bomb) which is apparently so bad, people who have experienced it actually start screaming within seconds. People subjected to this stink bomb say it smells worse than anything you’ve ever inhaled – times ten. The military wants to throw it at people as a non-lethal method of crowd control and also as a psychological weapon. Military forces have been playing with this idea for decades. The one currently in production has a mixture of eight chemicals with a stench resembling concentrated human feces. During World War Two, we had another one called – literally – “Who Me?“. It had the smell of concentrated rotting carcasses and was designed to be lobbed at German troops. The only problem with this military weapon is that it also causes the stench to cling to whatever it touches, meaning who is going to want to capture the enemy after they surrender and come asking for a bath?

Project 112
Here was a really smart experiment. It occurred in the U.S. Navy during the Vietnam War. Threats of chemical and biological warfare led the U.S. Department of Defense to start “Project 112″ from 1963 to the early 1970s. The number “112″ comes from the previous experiments they did on this. So what was it? It was a way of vaccinating our soldiers (who were drafted for the most part) with chemical warfare to see if they could build up an immune system to it! While it was attributed to the United States Navy, every branch of the service participated in this experiment. They involved unknowing test subjects, and took place on land and at sea via tests conducted upon unwitting US Naval vessels. The existence of the project (along with the related Project SHAD) was categorically denied by the military until May 2000, when a CBS Evening News investigative report produced dramatic revelations about the tests. This report caused the Department of Defense and the Department of Veterans Affairs to launch an extensive investigation of the experiments, and reveal to the affected personnel their exposure to toxins. While Project 112 consisted of using Sarin Gas and VX poison on our troops, this was just one of many chemical warfare experiments conducted by the U.S. military, starting with volunteer tests involving mustard gas in World War II. Be all that you can be!

Project: Stay-Awake
Sleep can be a warrior’s worst enemy, whether during day-long battles or long-duration missions flown from halfway around the world. But various military branches have tried to change that over the years by distributing “stay awake pills” or stimulants such as amphetamines. More recently, the military has tested and deployed the drug Modafinil – more commonly known under brands such as Provigil – which has supposedly enabled soldiers to stay awake for 40 hours straight without ill effect. And the U.S. Defense Advanced Research Projects Agency (DARPA) is funding even more unusual anti-sleep research, such as transcranial magnetic stimulation that zaps the brain with electromagnetism! That sounds safe!

Inner Armor
Perhaps super soldiers may not be far off after all, if efforts such as DARPA’s “Inner Armor” project find success.If you are a fan of the superhero movies, you are going to love this one! Consider efforts to give humans the extreme abilities of some animals, such as surviving great heights (like 35,000 feet) or great depths in the ocean (in excess of 2 miles down without body armor!). The goal is to make soldiers “kill-proof” against all sorts of conditions, including infectious diseases, chemical, biological and radioactive weapons, temperature and altitude extremes, and harsh natural environments. Now we’re creating our own mutants!

A computer program which can read silently spoken words by analysing nerve signals in our mouths and throats, has been developed by NASA.

Preliminary results show that using button-sized sensors, which attach under the chin and on the side of the Adam's apple, it is possible to pick up and recognise nerve signals and patterns from the tongue and vocal cords that correspond to specific words.

"Biological signals arise when reading or speaking to oneself with or without actual lip or facial movement," says Chuck Jorgensen, a neuroengineer at NASA's Ames Research Center in Moffett Field, California, in charge of the research. Just the slightest movements in the voice box and tongue is all it needs to work, he says.

The sensors have already been used to do simple web searches and may one day help space-walking astronauts and people who cannot talk. The system could send commands to rovers on other planets, help injured astronauts control machines, or aid disabled people.

In everyday life, they could even be used to communicate on the sly - people could use them on crowded buses without being overheard, say the NASA scientists.

Web search
For the first test of the sensors, scientists trained the software program to recognise six words - including "go", "left" and "right" - and 10 numbers. Participants hooked up to the sensors silently said the words to themselves and the software correctly picked up the signals 92 per cent of the time.

Then researchers put the letters of the alphabet into a matrix with each column and row labelled with a single-digit number. In that way, each letter was represented by a unique pair of number co-ordinates. These were used to silently spell "NASA" into a web search engine using the program.

"This proved we could browse the web without touching a keyboard," says Jorgensen.

Noisy settings
Phil Green, a computer scientist focusing on speech and hearing at the University of Sheffield, UK, called the research "interesting and novel" on hearing the news. "If you're not actually speaking but just thinking about speaking then at least some of the messages still get sent from the brain to the vocal tract," he says.

But he cautions the preliminary tests may have been successful because of the short lengths of the words and suggests the test be repeated on many different people to test the sensors work on everyone.

The initial success "doesn't mean it will scale up", he told New Scientist. "Small-vocabulary, isolated word recognition is a quite different problem than conversational speech, not just in scale but in kind."

He says conventional voice-recognition technology is more powerful than the apparent results of these sensors, and that "the obvious thing is to couple this with acoustics" to enhance communication in noisy settings.

The NASA team is now working on sensors that will detect signals through clothing.

I read some of the older post today and they sounded like I was anti-government etc. I was raised to respect our government and law enforcement. I am not anti government. I also noticed that some statements seemed harsh or even unrealistic. I have noticed the same pattern in newer victims as I was when I wrote the post. It doesn't make them untrue...it just makes me aware that I was being hit with the directed energy when I was writing. There are times when victims are angry, wise and they may sound delusional. Believe me they are not delusional they are made by the waves to say and act the way they do. Please be kind to these people as they are working their way through the maze of torture and abuse. Imagine yourself having no privacy in the bedroom or even bathroom and shower. Imagine going to sleep to be awoken every two hours to chatter. This is only a small sample of what this military technology does. Do you remember when DC was offered the technology to monitor the crowds? Well, this is the same technology that can cause you to become disoriented or it can sting you like a bee and even cause you to hear commands. Think about how you would feel but more important is the long term effects that the victims will suffer as a result of a steady stream of EMF pointed at their brains and body. Think about these things and then read some of the older post. This technology was used with cold laser to rape women...it was used to simulate mock executions and water boarding. No longer will the CIA use torture that can be seen but torture that is done with technology. Does this make it any less torture? Will the psychological effects of rape and a mock execution be different because they weren't real? No, they are the same except they are done with no way to prove they were done. CAll your congress and ask them to stop funding non-consensual weapons testing being billed as surveillance and behavior modification. Tell them to stop farming out the people's lives int his country...we are not collateral damage.

I have learned that many victims of the various waves used to torture or modify behavior (silence people) often see things or say things that seem off the wall to people who are not victims. The movement in this country to stop the abuses has been slow but it is gaining momentum. Please visit the Bioethics Committee to see the testimony given by lawyers and doctors along with targeted individuals and send your congress an email and ask them to stop the practice of using this technology nonconsensually by the Department of Defense or any intelligence agency. With profiling we get many mistakes and minorities are often targeted, I believe that some victims are innocent and have been profiled as "people of interest". Once in this system there is no out. Most people have been victimized for years...even with the knowledge that EMF and microwaves causing cancer, these people do not get medical treatment nor are they compensated. POW's at Guantanamo get medical treatment but victims of satellite surveillance using low radio frequencies, EMF have no place to complain. If you went to a major hospital and signed up for one of their experimental programs you would have treatment...these people get NOTHING. These directed energy assaults cause victims to be suicidal, ramble and often they are misdiagnosed as mentally ill. They are discredited by these agencies and the use of directed energy increases when they seek lawyers. These victims often become homeless. All of this sounds like they have the issues but in reality if they were not targeted with this directed energy and frequencies they would have no problems finding employment. IT IS YOUR TAX DOLLARS paying for medicare and disability because these people can't live the same life as the men and women who target them with torture everyday. If these people were held accountable for the mock executions and sexual assaults then they would not participate in these programs that have no place in a free country.

Recently the Washington Post did a three part series on the 4th branch of the government. The 4th branch is a secret branch with no legal authority under the constitution. The fourth branch or Intelligence (oxymoron) has 840,000 agents all across America. The 4th branch also uses corporations for spying and other illegal projects. Financing possibly comes from the CIA budget or DOD budget which is a good place to cover up any misuse of funding. This branch has been in existence at least since 911 if not earlier.

Many of the victims have contact their senators and while the senators appear to be listening the continuation of this project is apparent. Citizens are placed on list by the FBI and other agencies and then subjected to various forms of torture to get information about their personal lives etc. Of course they call this behaviour modification. However, since we know that children are a large part of this program it is difficult to fathom that they would hold any secrets that should be of interest to intelligence.

Recently I also read where it has been discovered that there is a link between the brain and sex. This is recognizable since we know that people who dial 1-900 babe to have phone sex find that talking in a certain manner gives them an orgasm. SO we must ask why would children be a part of this type of treatment and what do these Frankensteins hope to gather from them. Is it just a personal matter of a sexual act or do they believe that sexually manipulating a child will further whatever ideals they are seeking?

My experience with the intelligence agencies has been like most a new discovery of mind manipulation and sexual assault including rape. Somewhere on this blog is a description of the rapes that I endured under this program. Please feel free to go through the archives for some information. This is my first post in a very long time but since the torture has increased I find that it is my method of keeping up with information and a good place to share everything. SO I will now begin posting until I am allowed to sleep normally like they do and to go about my life without harassment. They are able to do these things because of the technology and victims are often threatened with being labeled as mentally ill.

Inside my house after many months of targeting. The corners all are damaged. I recently moved and I believe I will see the same thing here in a few months. Of course my home had a makeover after I moved out. The third photo is eye burns. 4th photo. Often it looks like a scrape. it remionds me of the olf vacinations that we got before we went to school. This mark took months to heal as many of themn do. I have scars like the POW's.

I came home today to find that my clock in the kitchen had stopped one hour before. The clock in the bedroom stopped 4:45 before I got home. Now this tells me that it was not my electric going off. Recently I had a man come into my office who I suspect was up to no good. The woman in the next office brought her in and pointed me out to the man and stated he found money near by your car. Now, my car is between two other cars and the money if there was any could have belonged to anyone. I knew I had lost no money. By the way I never saw the money as he had it in a fist. A week later or that Saturday I found drugs in my car. I don't and never have used drugs. So today I am concerned that these criminals have planted something in my house. They have increased the burning and the amount of time they leave the weapon on one area. They have threatened me with kidnapping and all kinds of silly things. I think they will just use the weapons and continue to enter my home illegally. My plan is to see a lawyer this week and turn over a copy of my papers. These are grown men and women who seem to believe that they have the right to torture, lie and to illegally interrogate me through whatever methods that I have no control over. I have not been allowed to have a lawyer present and when I am in my lawyers office they listen in to what I tell him. Grown men and women who have practiced rape, a gunshot to the head and all types of torture. They have tried to make me believe there were aliens in my bedroom...holograms I am sure. This is no longer the America that was founded by good people who set out to free the people from the Queen. It is just another controlled country by agencies who have used propaganda to manipulate the people. Thank you for Obama I really believe we may see some light at the end of the tunnel. Hopefully he will prosecute the people who participate in these weapons testing, surveillance and mind control games.

Since fatuously declaring his to be a "change" administration, President Barack Obama has quickly donned the blood-spattered mantle of state secrecy and executive privilege worn by the Bush regime. On Friday April 3, the Department of Justice filed a motion to dismiss one of the Electronic Frontier Foundation's (EFF) landmark lawsuits against illegal spying by the National Security Agency (NSA). That suit, *Jewell v. NSA, was filed last September against the NSA, NSA Director Keith B. Alexander, President George W. Bush, Vice President Richard Cheney, U.S. Attorney General Michael Mukasey and Mike McConnell, Director of National Intelligence. But with the departure of the Bush gang, the defendants now include President Barack Obama, NSA Director Keith B. Alexander, U.S. Attorney General Eric Holder and Dennis C. Blair, Director of National Intelligence. When the suit was filed against the government, EFF declared: The lawsuit,* *Jewel v. NSA, is aimed at ending the NSA's dragnet surveillance of millions of ordinary Americans and holding accountable the government officials who illegally authorized it. Evidence in the case includes undisputed documents provided by former AT&T telecommunications technician Mark Klein showing AT&T has routed copies of Internet traffic to a secret room in San Francisco controlled by the NSA. ("EFF Sues NSA, President Bush and Vice President Cheney to Stop Illegal Surveillance," Electronic Frontier Foundation, Press Release, September 18, 2008) Though the drapery in the Oval Office may have changed, the criminal acts against American citizens and legal residents by unaccountable intelligence agencies and privateers in the corporate security industry continue apace. Based on information disclosed by AT&T whistleblower Klein and other sources, including The New York Times, the suit seeks to "halt illegal, unconstitutional, and ongoing dragnet surveillance" by AT&T and other grifting telecoms of the "communications and communications records" of their customers. Klein told the Court in a sworn affidavit* that AT&T's internet traffic in San Francisco runs through fiber-optic cables at the company's Folsom Street facility. Using a device known as a splitter, a complete copy of internet traffic that AT&T receives--email, web browsing requests and other electronic communications sent by AT&T customers, or received from people who use another internet service provider--was diverted onto a separate fiber-optic cable connected to the company's SG-3 room, controlled by NSA. Only personnel with NSA clearances--either working for, or on behalf of the agency--have access to this room. The evidence of corporate malfeasance presented by Klein and other whistleblowers, led the civil liberties' watchdog group to assert that AT&T's "deployment of NSA-controlled surveillance capability" is not limited to the corporation's San Francisco facility "and is consistent with an overall national AT&T deployment to from 15 to 20 similar sites, possibly more. This implies that a substantial fraction, probably well over half, of AT&T's purely domestic traffic was diverted to the NSA. At the same time, the equipment in the room is well suited to the capture and analysis of large volumes of data for purposes of surveillance." As I reported in November, among the firms supplying the surveillance products hardwired into America's telecommunications infrastructure is Verint Systems Inc. (formerly Comverse InfoSys). The firm was founded by former Israeli intelligence officer, Jacob "Kobi" Alexander, a corporate grifter who fled the United States for Namibia after being indicted in 2006 on thirty-two counts of fraud. Alexander hatched a backdated stock options scheme that netted him $138 million in profits looted from company shareholders. While Alexander and his family may be safely ensconced in the dry but relatively safe harbor of Windhoek, Verint's security products live on, providing "actionable intelligence solutions" to repressors world wide. According to a Business Week company profile, Verint Systems, Inc. provides analytic software-based solutions for the security and business intelligence markets. Its analytic solutions collect, retain, and analyze voice, fax, video, email, Internet, and data transmissions from voice, video and IP networks for the purpose of generating actionable intelligence for decision makers. The company primarily offers communications interception solutions, such as STAR-GATE, RELIANT, and VANTAGE; networked video solutions that include NEXTIVA; and contact center actionable intelligence solutions, which include ULTRA. Verint Systems serves government entities, global corporations, law enforcement agencies, financial institutions, transportation agencies, retail stores, utilities, and communications service providers. (Verint Systems, Inc. Business Week, Information Technology Sector, accessed April 11, 2009) Other corporate outfits providing similar intelligence "solutions" to America's telecommunications firms and agencies such as the CIA, FBI, Department of Homeland Security, Defense Intelligence Agency, National Reconnaissance Office and the National Geospatial-Intelligence Agency include Verint's rival Narus (another spooky Israeli security firm), Siemans and Ericsson. Despite the economic meltdown, Washington Technology reported March 27 that "technology companies are poised to tap into the billions of dollars that will flow from the American Recovery and Reinvestment Act into new federal, state and local initiatives." Many of the initiatives include new corporate welfare projects devised by the Department of Homeland Security and the FBI to "keep America safe." In this context, the Obama administration's drive to preserve the NSA's ability to illegally spy on Americans is intimately connected to the corporatist bottom line. After all, Democrat or Republican, the business of government is business. Arguments in San Francisco federal district court by U.S. Attorneys have been described by constitutional law experts as being "worse than Bush." In their motion to dismiss Jewell, the Obama administration cited the same perverse logic of the previous regime: that the state secrets privilege requires the court to dismiss the issue "out of hand." Douglas Letter, U.S. Terrorism Litigation Counsel for Obama's Department of Justice, argued that simply allowing the case to proceed "would cause exceptionally grave harm to national security." Yet more pernicious--and unprecedented--arguments followed. "The DoJ," according to EFF, now claim "that the U.S. Government is completely immune from litigation for illegal spying--that the Government can never be sued for surveillance that violates federal privacy statutes." Arguing that the state possesses "sovereign immunity," the "change" administration now claims that under provisions of the disgraceful USA PATRIOT Act--a draconian law rammed through Congress in the wake of the 9/11 attacks--the state is "immune from suit under the two remaining key federal surveillance laws: the Wiretap Act and the Stored Communications Act." In practice, this means that under a new, ludicrous interpretation of the Orwellian PATRIOT Act, the government can never be held accountable for illegal surveillance under any federal statute. As Glenn Greenwald points out in *Salon, In other words, beyond even the outrageously broad "state secrets" privilege invented by the Bush administration and now embraced fully by the Obama administration, the Obama DOJ has now invented a brand new claim of government immunity, one which literally asserts that the U.S. Government is free to intercept all of your communications (calls, emails and the like) and--even if what they're doing is blatantly illegal and they know it's illegal--you are barred from suing them unless they "willfully disclose" to the public what they have learned. ("New and worse secrecy and immunity claims from the Obama DOJ," Salon, April 6, 2009) EFF attorney Kevin Bankston told Salon: "This is the first time [the DOJ] claimed sovereign immunity against Wiretap Act and Stored Communications Act claims. In other words, the administration is arguing that the U.S. can never* be sued for spying that violates federal surveillance statutes, whether FISA, the Wiretap Act or the SCA." In their motion to dismiss, DoJ attorneys--like their predecessors--argue on Page 13 of the Government's brief that "An assertion of the state secretes privilege "must be accorded the 'utmost deference' and the court's review of the claim of privilege is narrow." Kasza, 133 F.3d at 1166; see also Al-Haramain, 507 F3d at 1203 ('[W]e acknowledge the need to defer to the Executive on matters of foreign policy and national security and surely cannot legitimately find ourselves second guessing the Executive in this arena')." On Page 16, the state contends that, "Finally, all of the plaintiffs' claims require the disclosure of whether or not AT&T assisted the Government in alleged intelligence activities, and the DNI again has demonstrated that disclosure of whether the NSA has an intelligence relationship with a particular private company would also cause exceptional harm to national security--among other reasons by revealing to foreign adversaries which channels of communication may or may not be secure." If U.S. District Judge Judge Vaughn Walker rules in the state's favor and dismisses Jewell, constitutional protections under the fourth amendment guaranteeing "the right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures," would be a meaningless charade. There is however, a precedent for the Obama administration's blatant violation of our rights: that of their predecessors in the Bush regime's Office of Legal Counsel. According to an October 23, 2001 Department of Justice memorandum titled Authority for Use of Military Force To Combat Terrorist Activities Within the United States, authored by torture-enabler and OLC head, John C. Yoo, the military could be deployed domestically to interrogate, detain, raid and spy on Americans, without having to comply with constitutional guarantees under the Bill of Rights. Yoo advised the Oval Office: Fourth, we turn to the question whether the Fourth Amendment would apply to the use of the military domestically against foreign terrorists. Although the situation is novel (at least in the nation's recent experience), we think that the better view is that the Fourth Amendment would *not* apply in these circumstances. Thus, for example, we do not think that a military commander carrying out a raid on a terrorist cell would be required to demonstrate probable cause or to obtain a warrant. (Page 2) Additionally, having decided that the President enjoys plenary, that is, unlimited power to carry out the "war on terror" Yoo concludes, after dispensing with Fourth Amendment protections that, First Amendment speech and press rights may also be subordinated to the overriding need to wage war successfully. ... The current campaign against terrorism may require even broader exercises of federal power domestically. Terrorists operate within the continental United States itself, and escape detection by concealing themselves within the domestic society and economy. While, no doubt these terrorists pose a direct military threat to the national security, their methods of infiltration and their surprise attacks on civilian and governmental facilities make it difficult to identify any front line. Unfortunately, the terrorist attacks of September 11 have created a situation in which the battlefield has occurred, and may occur, at dispersed locations and intervals within the American homeland itself. As a result, efforts to fight terrorism may require not only the usual wartime regulations of domestic affairs, but also military actions that have normally occurred abroad. (Pages 24, 25) Indeed, the Bush administration's so-called Terrorist Surveillance Program (TSP) transformed the United States into a limitless battlespace where anything goes. From warrantless wiretapping of telephone and internet communications, the seizure of business and medical records, as well as the illegal--and indefinite--detention of citizens and legal residents as "unlawful enemy combatants," Yoo's memorandum provided the steel and concrete that gave form to the architectural blueprints for a presidential dictatorship. Instructively, these memos were not withdrawn until 2008. However, in moving to suppress Jewell, Obama's Justice Department and their private partners in the telecommunications industry in practice, are continuing the same repressive policies. As Wired reported back in January, "NSA whistleblower Russell Tice" revealed "that the National Security Agency spied on individual U.S. journalists, entire U.S. news agencies as well as 'tens of thousands' of other Americans." Tice said on Wednesday that the NSA had vacuumed in all domestic communications of Americans, including, faxes, phone calls and network traffic. Today Tice said that the spy agency also combined information from phone wiretaps with data that was mined from credit card and other financial records. He said information of tens of thousands of U.S. citizens is now in digital databases warehoused at the NSA. "This [information] could sit there for ten years and then potentially it marries up with something else and ten years from now they get put on a no-fly list and they, of course, won't have a clue why," Tice said. In most cases, the person would have no discernible link to terrorist organizations that would justify the initial data mining or their inclusion in the database. (Kim Zetter, "NSA Whistleblower: Wiretaps Were Combined with Credit Card Records of U.S. Citizens," Wired, January 23, 2009) As George Washington University Law Professor and constitutional scholar, Jonathan Turley, told MSNBC's Keith Olbermann on "Countdown" April 7, I think right now, the Bush people are bringing out their mission-accomplished sign, because they've not only gotten Obama to protect Bush and Cheney and others from any criminal investigation on torture, but he's now gone even further than they did in the protection of unlawful surveillance. This is the ultimate victory for the Bush officials. They have Barack Obama adopting the same extremist arguments, and in fact exceeding the extremist arguments made by President Bush... You cannot any longer suggest that President Obama is advancing the civil liberties and the privacy interests that he promised to advance. This is a terrible roll-back. It's a terrible decision. ("Countdown" with Keith Olbermann, MSNBC, Tuesday, April 7, 2009) And with Congress' passage of the abominable FISA Amendments Act (FAA) last July, handing the NSA carte blanche to continue warrantless spying and driftnet surveillance of Americans, granting grifting telecom giants such as AT&T, Sprint and Verizon get-out-of-jail-free-cards in the form of retroactive immunity for their collusive and wholly illegal activity with NSA and other state agencies, America's post-constitutional new order continues apace. As I reported last September, "the extent of these illegal programs have revealed, the 'enemy' is none other than the American people themselves!" Three months into the Obama administration, the contours of a new and improved "liberal" police state reveal the same rotten, nidorous core as that of their predecessors. This time around however, the mailed fist of the capitalist state is gussied up with Smiley Face emblems and Hello Kitty stickers. Last night they tried to make me think that I was having an orgasm. Much to their surprise they were unable to do what they intended. It just goes to show you how they think and where these mental midgets get their ideas. Of all the things they could do with technology that intercepts the messages to the brain sex should be the last but with these perverts it is the first. The other issue is that as I play a game on my computer they find pulsing and playing with my private area some big deal. Of course here again we have the mental midgets. For those of you who are asking about these marks I often find very sore skin abrasions that remind me of when we had to get inoculated for school.

At 5:30 this morning I heard what sounded like a car engine stopped on the road by my house. I heard two bangs in my ear and with those bangs came the headache and the drowsiness. I then heard a female make this statement" You have a wonderful headache" and so I have proceeded to get an appointment with my lawyer. I also will contact the Justice Department concerning the use of this technology to interrogate, test or train intelligence without my consent or my lawyers consent. While Just Department is going through memos regarding torture we can hope that they find memos regarding the use of technology to silence, torture and psychologically abuse citizens in this country. EVERYONE PLEASE WRITE FOR YOUR FOIA'S SO THAT YOU CAN FIND OUT WHAT HAS BEEN BLACKED OUT ABOUT YOU OR IF YOU ARE ONE OF THEIR PROJECTS. In America we have a situation similar to Abru Gharib. Americans are being profiled and placed on list as "terrorist" or "people of interest". Today there are over one million citizens who are being watched. Unfortunately the military has technology where they remotely interrogate these citizens and violate their constitutional rights. Some of these citizens have been subjected to "mind control" games both physical and psychologically. These are not real terrorist. Children have been attacked by the same technology. They are testing the same types of programs that should have been shut down when MkUltra was discovered many years ago. In 2007 a group of 77 were awarded money to settle lawsuits out of court against the CIA and the FBI. Today we have veterans who are suing for medical treatment as a result of these experiments. I am a subject of this weapons testing and game playing. I have photos much like the photos that were on the news where the soldiers placed POW's in sexual poses. Only mine were done with microwaves, radio waves and low and high frequencies. Because they are explicit I can't put them on this website. Many of the victims that are under surveillance are subjected to sleep deprivation and the use of the active denial weapons technology including other so called non lethal weapons. The government conditions people by using words like the Patriot Act which violates the constitution but sounds so good that we accept it. They also use non-lethal so that you will accept it as part of law enforcement. Tasers were just the start because the active denial burns your inside organ but it can't be seen by the naked eye. If America does not soon get the new administration to bring this country into line with the constitution as Obama promised when he ran for election we will all be a nation controlled by soldiers and law enforcement with no ethics. These lawless groups of people want you to believe that people who put aluminum on their heads or try other methods to reduce EMF are crazy. Yet there is countless warnings about cell phones that operate with EMF and on the same principles. POWER is a strong reason for government agencies to violate your rights. Those who are now speaking out are considered trouble makers and they are subjected to mind boggling games. Some while they sleep. The ACLU is moving in the right direction to stop this program. While they speak out about the torture at Guantanamo they fail to speak out about American abuses. The technology is used to rape women and children and to simulate gunshots to their heads along with water boarding. WHAT IS THE DIFFERENCE BETWEEN THE PERSON WHO IS SUBJECTED TO THIS TREATMENT AND "HANDS ON" TREATMENT? The difference is you can't see the perpetrator, you can't GET anyone arrested and it is difficult for the public to understand if they don't see semen or signs of the torture THEY THINK IT DOESN'T EXIST. However there is proof out there the weapons exist because your government and the military are using propaganda to make the public believe they are protecting the country with non-lethal weapons. These are the weapons being tested on the people and they are used in training our soldiers. People have died as a result of this non consensual testing and experiments. People have lost their jobs. There are thousands receiving disability because when they tried to tell about what was happening to them they were sent to mental institutions and misdiagnosed as mentally ill. IS THIS WHAT YOU WANT IN THIS COUNTRY? I am midnightladync and I am protesting not only for me but even for the non-believers. It was the people who stood up against the war that changed it both Viet Nam and Iraq. It was the people who stood against the nuclear facilities that made them safer. Now, they want to use these weapons against anyone who protest policies. In fact they have a video out that shows people protesting the war and this technology is used to silence them. Instead of people speaking out against the war they want them to speak out against the protesters. DON'T LET PROPAGANDA SILENCE YOU!

Decades after she was unknowingly brainwashed in a program funded by the federal government and the U.S. Central Intelligence Agency, Janine Huard has found some peace of mind in a cash settlement.
Exactly how much, she can't say, because she agreed to keep the amount secret as part of her deal to drop her class-action lawsuit against the federal government.
It's enough to buy her some closure, if not wipe away the terrible memories of her treatments in the 1950s and 1960s at the Allan Memorial Institute, a psychiatric facility of the McGill University Health Centre.
"I'm going to get myself a dream home," Huard, 79, said yesterday. "I'm going to move in to a residence in the country near the water's edge and live in peace for the rest of my days."
On and off for 15 years, Huard received massive electroshock therapy, experimental pills and was forced to listen to repetitive recorded messages for days on end.
Huard's lawyer, Alan Stein, said the amount she received Tuesday does not exceed the $100,000 the federal government paid to each of 77 other victims of the brainwashing techniques in 1994. Huard also received some interest on the money, he said.
She and about 200 other victims of the treatments were denied the 1994 offer because they were deemed to have suffered less than those who were paid.
In 1989, Huard was one of nine plaintiffs awarded $67,000 U.S. from the CIA.
Stein plans to seek permission to launch a new class-action lawsuit in Federal Court "within weeks" with another former brainwashing patient as the central plaintiff. He knows of about 10 former patients and 20 relatives of former patients who may be part of the new lawsuit, he said. They could have access to $100,000, plus as much as $50,000 in interest, he said.
Julius Grey, a Montreal lawyer and constitutional law expert, said Huard's case opens the door for others because it shows that judges are willing to settle cases long after the legal time limit to sue has expired.
Strictly applying time limits works in favour of defendants with deep pockets, like governments and corporations, Grey said.
Until 1964, the Allan's ex-director, Ewen Cameron, conducted experiments at the institute, often without the knowledge or permission of patients. Some patients were kept in drug-induced comas for months.
The experiments were part of a larger CIA program called MK-ULTRA, which saw LSD administered to U.S. prison inmates and patrons of brothels without their knowledge, according to testimony before a 1977 U.S. Senate committee.
Huard entered the Allan in 1957 after suffering postpartum depression after the birth of her second child. Her newborn had become ill and Huard was having trouble sleeping.
Cameron used his experimental techniques on her, mistakenly believing they could treat depression.
Huard said she believes the effects of the treatment stayed with her for years. She wanted to become a interpreter but did poorly in exams because she lacked confidence.
She said Cameron, who died in 1967, would walk around the Allan like an emperor.
"It's terrible. What nerve he had," she said. "He ruined my life and my husband's, too. His treatments cost us a fortune and my husband had to declare bankruptcy."

I took this from a news article about the changes in the military. I believe that what may be done to us is a simulation of these conditions to determine how to treat them. I have a problem with being targeted as a subject for any military test but to induce make believe symptoms for human testing non-consensually is beneath even the Defense Department. As a civilian not interested in participating in weapons testing and psychological abuse I will do everything I can to get this story out and to stop the abuse.
While this may be an improvement to the psychological aspect of the men and women returning from Iraq it does not take into consideration that we have intelligence agencies that abuse women and children on a daily basis (just for practice and testing) and these men and women need to be psychologically tested and treated as well. Imagine raping a child or torturing a child and then returning home to a supposedly normal lifestyle after hours of working and training for interrogation programs. I know for a fact that some of my abusers have gone over the line and simulated weatherboarding, taking our breaths away and sexually assaulting. These people have tried to make me THINK that I was saying or doing something that I was not. There is a problem with human testing of weapons, psychological interrogation techniques, brain fingerprinting on NON-CONSENSUAL subjects. It is sad that we are targeted by the FBI profiling without any proof of doing anything wrong or just to see if we did something wrong and then abused for years by the Defense Department and Intelligence agencies and their defense contract corporations.

Probably most important was that soldiers returning from deployment receive a mental health assessment every six months for the first two years after their return. Counselors probe for signs of stress, including anxieties, sleep disorders, family problems and excessive alcohol use. It's a mandatory requirement, so it reduces the stigma of a soldier reaching out for help with an emotional disorder. And it recognizes that many soldiers don't begin to experience the symptoms of PTSD or TBI until they've been home for six months to a year.

These photos were taken from the inside of my house through my window when I was either being burned or tormented. The last photo is where my skin was burned. The increase of torture has caused me medical problems. We believe that our hearts and immune systems may be affected by these weapons testing or surveillance programs. I have missed four days of work due to sleep deprivation and now I have sinus and bronchial problems. I do not smoke. I also have an irregular heartbeat and I believe it is because these perverts are raising my blood pressure and targeting me at night more since I am going to file a lawsuit. Once again I was targeted last night by so called nonlethal weapons. These weapons are either being used under the illusion of surveillance or we are non consensual test subjects. While they are tested with limits of exposure and limits of EMF and microwaves the rest of us victims seem to have no limits placed on our testing. I read where the psychological part of the testing is to see how we would react to certain types of weapons and psycho programs. I remember all too well the images of the women pointing to a bare naked pow and I also remember her getting sentenced to prison. Abru Gharib is a shame for America and so are the secret weapons programs that are being funded by possibly fake grants to corporations that are actually fronts. If you look at my ear you can see the waves and the images they produce when they send certain types of noises or voices to our ears. This was a whistle and most of the time the real creeps show their faces on these images. These may look unharmful but people have lost their hearing, eyesight and have other health problems as a result of these test. According to Russell Tice these surveillance programs were not limited to people who were suspected terrorist but to anyone they wanted to target. Go to MNBC and see the Russell Tice interview that he did with Keith Oberman. Mr. Tice is the former NSA agent who is a whistle blower and has just recently felt safe enough to tell more of the appalling scandalous things this last administration has and continues to do to the American public. It was NOT just wiretapping and eventually there will be another scandal and this will fall on the heads of those who participate and allow. We can applaud Mr. Oberman for being a conscientious journalist unafraid to take on issues that some news stations failed to do. These issues will come to light under this administration and justice will be done.

For two decades or more, the CIA and the military allegedly plied the unwitting with acid, weed, and dozens of psychoactive drugs, in a series of zany (and sometimes dangerous) mind-control experiments. Now, the Vietnam Veterans of America are suing the agency and the Pentagon for perceived abusessuffered under the so-called "MK-ULTRA" and other projects.
Six veterans are suffering from all kinds of ailments tied to this "diabolical and secret testing program," according to a statement from the vets' lawyers, passed on to SpyTalk's Jeff Stein.
The experiments allegedly included "the use of troops to test nerve gas, psychochemicals, and thousands of other toxic chemical or biological substances, and ... the insertion of septal implants in the brains of subjects in ... mind control experiments that went awry, leaving many civilian and military subjects with permanent disabilities." Subjects were tested without their consent, the veterans say. And when the trials were over, the government failed to "provide health care or compensation."

In a book published last year, former military psychiatrist James Ketchum describes an Army project -- separate from the CIA's efforts -- that took place at Edgewood Arsenal in Maryland. There, he saw test subjects "carry on conversations with various invisible people for as long as 2-3 days." Others "salute latrines" and attempt to "revive a gas mask" that they mistake for a woman.
The feds insist that MK-ULTRA ended, when it was exposed during Congressional hearings. But interest in chemical mind-control lives along, in some corners of the military-intelligence community. In a 2003 memo, then-Justice Department lawyer John C. Yoo suggesting that interrogation drugs could be used if their effects were not permanent or profound. Since then, evidence has accumulated that some detainees may have been drugged. "It's coming back," retired Colonel John Alexander told Sharon.

I have changed this to black/white but it is a red area on my skin where I have been hit. If you look closely or double click and enlarge you will see that something is on my skin. This time I heard a male voice (6:00am) say "Just one more issue the animals" and I was shown carrying my dog while there were giant bees and then told a "normal" person does not protect their dog. Well. the papers have announced that there are a group of Vets suing over non-consensual testing of drugs, technology and mind control. They have an excellant group of lawyers and this could be a very good precedent for the citizens in this country being tested without their consent, knowledge or even any information regarding the effects both long term and short and no compensation for the scsrs on their bodies, internal injuries not to mention the brain or psychiatric effects of the testing. I don't know when our congressmen decided to fund these weapons testing but tax-payers need to know that the ultimate goal is control and once these monsters get control they will try to do anything. Last night was the dream team. The vision was of me sitting beside someone who I saw several times in a small white Ford. I believe he is an agent. However this time he was supposed to be Eric Rudolph and I was supposed to think that I knew him and they had me (someone pretending to be me) whisper in his ear "I'll protect you". I of course awoke once I knew who this idiot was supposed to be and told them once again that I do not know Rudolph and they should listen to the tapes that were turned over to them and question the man on the tapes instead of wasting my time and theirs. Of course this is their game again to try to change the truth to fit their perception. I do not know Eric Rudolph. Perhaps they would be better off spending tax dollars and time on investigations that have a promise of succeeding in addressing terrorist. As you can see in the photos (the bright white beams) that I was pulsed on my head leaving me with a headache and abused and tortured by the wheelchair man and his agents. This technology has NO place in my bedroom or bath as I try to sleep. If I was to post the photos of my private area you would see an outline of a ladder and other images that have no business being there. THERE IS NO PLACE IN AMERICA FOR TORTURE OR REMOTE INTERROGATION. What happened to the privacy with lawyers and why would our Justice Department allow such violations of our privacy? In fact many of the dreams they place in people's minds are of a sexual nature with people of the same sex and children. While this has not happened to me I have been subjected to dreams with people I do not know, I have been lied about and stolen from by government intelligence agents. I receive daily threats from both female and male agents. I have been given the finger by one agent and this is NOT because I did something but because I KNEW something that they ignored. There was NEVER a time they could not have gotten my information by normal means. Brain fingerprinting is not an exact science and we are the people they practice on with visions and dreams. However last night Christmas Eve I was once again shot in the head (simulation) this was not like the first shot as it did not include the drama such as the numbness and stiffness along with the odor. He has been targeting me along with a shorter version of the man in the wheel chair. They have threatened to target my car, have threatened my job and have even threatened my life. The car they have targeted in the past and sometimes in the present. The job I am not worried about, my life...they can hurt me with the silvery glistening translucent substance I find on my body, windows, vehicles etc. They burn me on a regular basis and have caused pain in my uterus, back and kidneys. I am not the only person whose health has been damaged by this technology.

The Department of Homeland Security's been researching a sensor system that tries to predict "hostile thoughts" in people remotely for a while, but it's just spoken up about developments and renamed the system "Future Attribute Screening Technologies," FAST, which sounds really non-intimidating. It was called "Project Hostile Intent." But check out the technology's supposed powers for a re-think on how intimidating it sounds: it remotely checks people's pulse rate, breathing patterns, skin temperature and momentary facial expressions to see if they're up to no good.
The system uses a battery of sensors—everything from simple cameras to infrared sensors to eye-safe laser radars—to do its job, and it then collates the data to determine if people are displaying biological markers that betray mal-intent. In recent tests, in which volunteers were asked to sometimes deliberately act suspiciously, the system even apparently had a 78% success rate, which sounds amazing.
But, as fans of Minority Report will note, it sounds like FAST is crossing into new moral "pre-crime" terrain. And all that data could detect that you have an illness that you didn't know about, or want publicized...detection by the DHS could be seen to constitute an invasion of privacy.
The DHS says that's not a problem, since the data is never linked to an identity and is only used to help officers decide if a suspicious person should be interviewed. Though it's not known if the spokesman was standing before the FAST sensors when he made that statement.
The research has a long way to go, and has yet to face its real challenge: how well it impacts public safety without compromising people's time or privacy, when thousands are streaming past a FAST sensor array. The first photo was when I felt something and grabbed my camera. The second is a few seconds later and they have filled my mouth with this substance. When it runs out and gets on your pillows it will not wash out. None of these photos have been doctored. The first you can barely see my tonsils and the white substance is starting to color the mouth.

The perps decided to place me under some form of hypnosis and then they tried to make me believe that I was devastated when I broke up with Tommy. Now I know that they know the truth and that I never even looked back. They also tried to make me think that I would do drugs to get a job by placing me in another scene. The scene with Tommy was that he was leaving and I was trying to keep in touch by asking him if he was in chat rooms. I guess their intentions were to send me to chat rooms so that I would look bad. I never go to chat rooms. The marijuana was a joke because I don't even smoke cigarettes. When I woke myself out of the scene they told me that I was crazy about Tommy and that I would not turn him in. I turned him in and they failed to listen. They also claimed to be Drug Enforcement. I think they are trying to put something in my mind that is not true and trying to make me believe something that is not true and trying to change my personality so that I will become a chat room junky. I do not like chat rooms, I do not smoke pot and I am not sorry that Tommy and I broke up. I lived in the same house as a friend for over a year before I left. Tommy forced me to leave because I had turned him over to the FBI and he was angry with me. They then tried to say that I would not turn Tommy in. I turned Tommy in and they destroyed the evidence that would have supported my statement that Tommy knew Rudolph. It amazes me that they are so desperate to carry on with another lie that they will resort to playing tricks with my mind. These are very corrupt agents and people that would do this. I saw a group of agents sitting at a table and their hope was that I had fell for their scheme. How disappointed they must be to know that I don't give a damn about Tommy and they are unable to make me a chat room junky. I won't even address the ludicrous idea that I would do drugs for a job.

Once again I am trying to blog my information. I have tried to use my other computer but they intercepted the signal from the computer to the satellite. This is a blatant violation of our first amendment rights but this does not stop them.
